Este trabalho consiste num estudo sobre a percepção de alunos, de um Curso de Ciências Contábeis, no acompanhamento da aplicação dos recursos públicos municipais. Além disso, objetiva demonstrar como o cidadão pode contribuir para uma gestão mais eficiente, que iniba os gastos indevidos, diminuindo, assim, o índice de corrupção, visto que o acesso à informação é um direito previsto pela Constituição Federal. O estudo é desenvolvido com base numa metodologia de pesquisa exploratória, qualitativa e interpretativista, em que a coleta dos dados realizou-se através de um questionário, aplicado aos discentes do Curso de Ciências Contábeis, do Campus Avançado de Patu da UERN. O trabalho teve a seguinte fundamentação teórica: Constituição Federal (1988), Medeiros e Pereira (2003), Pires (2002), Capiberibe (2013), dentre outros. A partir de uma comparação e confrontação de dados coletados entre os períodos iniciais e períodos finais do Curso, os resultados demonstram que os discentes dos períodos iniciais concordam parcialmente, enquanto os dos períodos finais mostram nulidade em relação à fiscalização das contas públicas; por outro lado, aprovam a disponibilidade da informação, em tempo real, como requisito para a fiscalização da gestão. No entanto, com relação à habitualidade e acompanhamento dos recursos, nota-se uma neutralidade e discordância parcial dos discentes. Por fim, os índices médios apontam para a neutralidade dos discentes iniciais, em relação a possibilidade deles contribuírem para inibir as compras superfaturadas, enquanto os períodos finais concordaram parcialmente.
