Este artículo analiza la política del pasado en Chile desde el año 1990 hasta la muerte de Pinochet en diciembre de 2006. Basado en conceptos teóricos del debate alemán y europeo, acerca del enfrentamiento del pasado traumático, se abordan cinco etapas en el desarrollo de la política del pasado en Chile. Con especial énfasis en el discurso público, se trata de llegar a un balance imparcial que reconozca los grandes logros de la política chilena en el enfrentamiento del pasado sin adscribirle, por eso, al desarrollo chileno el carácter de un "modelo" a seguir.
This article analyses the history of the military clergy and contrasts its role in the Argentine and Chilean dictatorships on the basis of new, previously inaccessible sources. It is argued here that, in addition to its ideological orientation, two further factors explain differences in the influence of the military clergy on the two regimes: first, the structural position that the Military Vicariates occupied between the Church and the armed forces, and, second, the two dictatorships’ different needs for legitimisation. The analysis provides information relevant to understanding the public role of the Catholic Church and the dimensions of violence during the regimes.
ZusammenfassungKorruption und Staatsbildungsprozess. Der Korruptionsdiskurs bei der Legitimation von bewaffneten Aufständen in Argentinien und Uruguay zwischen 1870 und 1890Der Artikel untersucht den Korruptionsdiskurs während des Staatsbildungsprozesses in Argentinien und Uruguay zwischen 1870 und 1890. Dabei wird Korruption als eine Grundfigur der politischen Kommunikation verstanden und eine Verbindung der aktuellen geschichtswissenschaftlichen Debatten um Korruption mit lateinamerikanischen Fallbeispielen vorgenommen, auch vor dem Hintergrund, dass es bisher kaum historische Studien zum Korruptionsdiskurs in Lateinamerika gibt.In der Analyse konnte gezeigt werden, dass in Argentinien bei der Legitimation von Revolutionen insbesondere die Wahlkorruption im Mittelpunkt stand, also der legitime Amtszugang des Präsidenten ein hohes Gut in der öffentlichen Meinung war. In Uruguay dagegen dominierten Klagen über die wirtschaftliche Korruption der Amtsträger, hier galt das Interesse in erster Linie der guten Amtsführung. Diese Ergebnisse, die in den historischen Kontext eingebettet werden, lassen Rückschlüsse über das Korruptionsverständnis und die Werteordnung in beiden Länder zu, die neue Erkenntnisse über den Staatsbildungsprozess beinhalten. Es lassen sich unterschiedliche öffentliche Toleranzschwellen für politische Korruption im Amt während des Staatsbildungsprozesses in beiden Ländern feststellen, die auch bei der Betrachtung der aktuellen Korruptionswahrnehmung zu berücksichtigen sind. Daneben gibt die Analyse Aufschlüsse über das politische Werteverständnis der Elite im Staatsbildungsprozess, dessen hier herausgearbeitete unterschiedliche Ausgestaltungen auch für die europäische Korruptionsgeschichte berücksichtigt werden können.
