Al gestionar los actuales desafíos en el desarrollo urbano, se debe encontrar un equilibrio entre los enfoques de la planificación oficial y las necesidades locales. Las dificultades que enfrenta el desarrollo urbano participativo deben contrastarse con el fenómeno de "hacer ciudades", que se observa en ciudades de América Latina desde hace muchos años. El artículo describe una experiencia en búsqueda a una nueva metodología de hacer intervención en la ciudad y el espacio público que, desde la academia, permitan empoderar a sus habitantes para la reivindicación de sus derechos. Dicha experiencia consistió en intervenir en un espacio público seleccionado de la ciudad de Piura, Perú. Bajo el término de Placemaking, se articularon objetivos académicos y sociales mediante el mejoramiento de las condiciones físicas de la ciudad. De ella se expone el proceso de trabajo en campo, que permitió identificar las necesidades, afectaciones y vocación del lugar; el cual produjo un diagnóstico que sirvió de base para el desarrollo de los diseños, programar actividades con la comunidad y grupos de apoyo; así como, la gestión de recursos para la construcción y el seguimiento del impacto generado en el lugar.
Aging of the population, increasing prevalence of chronic and disabling illnesses with multiple social and behavioral risk factors, concern about quality of care, and escalating costs of medical care require fundamental changes in the way that academic health centers discharge their mission. This article describes a newly developed "Mission Statement" for academic health centers that wish to contribute positively to the health of the populations that they serve. A shift toward addressing the needs of the public may produce increasing institutional strength, long-run stability, and enhanced productivity, as well as higher quality, more cost-effective care for patients. Seventeen centers in the Health of the Public Program are currently conducting activities that implement the described mission elements. The goals and objectives described herein create a foundation for change, with more balanced institutional goals, and could turn an emerging confrontation between academe and its public into an opportunity for both.
The eviction of migrants from Plaza Brasil, in the city of Iquique, an act that was questioned due to the violence used by public forces, revealed not just the humanitarian problem involved, but also a turning point in attempts to normalize a process where cities have been altered by the exodus of migrants. This study looks into the impacts generated by the successive stages of migration within the Venezuelan migratory flow, one characterized by the great vulnerability of these migrants. Since the start of 2020, amid a health crisis and border closures, they have entered Colombia, Ecuador, Peru, Bolivia, and Chile by land using unauthorized crossings, to find better living conditions in these destinations. Here, the approaches which connect flows and transformations as responses to reproduction factors of global society, with those that conceive mobility as a “creative force” that interacts autonomously with these structures, are discussed. To this end, mobility in the historical centers of three cities located in border transit and entry zones to each country, where the interrelation in public space has been transformed and stressed, is explored, namely Piura, in Peru, and Iquique and Antofagasta in Chile. The results show similarities in the dynamics and transformations generated. Given the vulnerable condition of migrants, there is an increase in the occupation of public space, through autonomous actions of self-management and organization, as well as local resistance, demonstrating the relevance of mobility in modern society. All-in-all, it is recommended to adopt a differentiated agenda to understand the connection between migrants and places during the mobility experience.
Many urban projects have shown that there is a lack of exchanges between the different communal actors. Inhabitants are poorly informed about urban development and are not included in it. In managing current challenges in urban development, a balance must be struck between common sense approaches and local needs. Therefore, the active participation of target groups is an important prerequisite for the success and sustainability of projects and programs. To address this gap in urban development in the city of Piura, Peru, an urban vision was developed along with many Piurans. A discursive space was created that invites to formulate ideas about urban development with which it is possible to collect, value and promote local knowledge of the citizen about places, challenges and opportunities of urban planning as well as their creativity to achieve the empowerment of the population and boost new bottom-up activities. Based on 600 ideas, a first version of the urban vision was developed. The vision is meant to serve as a participatory counterpart to the official plans of the city: a constructive contribution to the discussion, which reveals the weaknesses of public programs and shows the power in the ideas of citizens.
Exploration of an integral methodology for open urban areas in Piura, Peru RESUMEN/ La mejor sostenibilidad de los proyectos urbanos se logra con una activa participación e integración de la población. Sin embargo, los planificadores son esenciales en los procesos de desarrollo y se desempeñan como intérpretes en procesos abiertos de diálogo e innovación. En la creación de espacios públicos, la mayoría de los municipios no cumple su rol en la prestación de servicios adecuados. El espacio público, sin embargo, juega un papel tan importante que, podríamos afirmar, el potencial de cohesión social y urbana de las ciudades puede medirse por la calidad de estos espacios. El objetivo es, con un SIG, definir espacios públicos de cierta importancia en Piura, Perú y, a través de un tratamiento acupuntural, llenar estos espacios con usos específicos, los cuales mejoran la vida pública. Junto con los vecinos se buscan las respuestas a sus necesidades con el fin de crear una comunidad unida. ABSTRACT/ The best way to achieve the sustainability of an urban project is with active community participation and engagement. Planners, however, are essential in the development process and act as interpreters within open dialogue and innovation efforts. In terms of public spaces, most municipalities fail to adequately meet their service rendering roles. The role of the public space, however, is so important that it could be said that a city's urban and social fabric could be measured by the quality of such spaces. The goal is to define-using a GIS-public spaces of certain relevance in Piura, Peru, and through an acupuncture treatment, fill in those gaps with specific uses so as to improve public life. Joint actions are undertaken with the neighbors to identify their needs and bring the community together. In South America, the urban population has been growing rapidly over the last century, with a share of more than 80% expected by 2020. This trend has created new challenges for city planning because municipalities must address issues caused by horizontal urban expansion and the informal occupation of peripheral areas. Frequently, the latter are not designed or equipped for the basic needs of new inhabitants. This research is based on the work of MGI, an initiative for smart, sustainable development in Piura, an intermediate city with one of the highest rates of urban sprawl in Peru. This initiative promotes climate change adaptation and mitigation based on urban analysis embodied in a sustainability profile and an action-oriented roadmap with concrete, feasible, and replicable measures and projects. One such measure is a spatial analysis, prioritising small illegal dumpsites for recovery and converting these areas into a public space using digital planning tools. This study analyses the development of the intervention to be implemented against the city´s opportunities and challenges.
Cities are undergoing significant transformations and face substantial challenges due to climate change and rapid urbanisation. Consequently, planning strategies around smart and sustainable urban development are key to addressing some of the most pressing challenges, such as climate change mitigation and adaptation, and improving resource efficiency. However, local governments have limited financial resources to achieve their development goals, and many times no criteria of sustainability are followed to define local projects. In this sense, it is necessary to include sustainable indicators that help local governments; in order to allow an efficient use of resources, ensure a greater impact and benefit for the citizens and residents of the area of intervention, as well as consolidate with them the established policy guidelines. This research is based on the work of MGI Morgenstadt Global Smart Cities Initiative in Piura-Peru, a project funded by the International Climate Initiative (IKI) of the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU), with the primary objective to mitigate the consequences of climate change in the pilot cities, increase their resilience to climate risks, and preserve their natural resources. As part of this broader project, this paper seeks to define valuable contribution to sustainable principles oriented for the definition of urban development projects within the framework of the elaboration of the Metropolitan Development Plan Piura – Catacaos – Castilla – Veintiséis of Octubre 2020–2040. It explores the potential of science-based frameworks that consider sustainable aspects in the description of the project idea and strategies at the local level and provide relevant sustainability indicators for the measurement of the project scope regarding its outcomes and impacts. The methodology contributes to generating projects to transform Piura into a model city of ecological, economic and social sustainability, with accessible public spaces, adequate urban infrastructure designed for its inhabitants.
