The objective of the research was to analyze the regulations of administrative law and the doctrine of administrative procedural law, in terms of determining the nature and transcendence of the basic principles that underpin its structure, social orientation, and basic properties of the legal regulation of this branch of law, and that, in addition, create the appropriate organizational and functional conditions for administrative procedure activities. Materials and methods of documentary research were implemented. Everything allows us to conclude that the principles of administrative procedural law can be divided into those that directly reflect the specificity and content of this branch of law, determine its characteristics, purpose, objectives, and intention, and, on the other hand, administrative procedural principles, that is, basic principles enshrined in the administrative procedure. It does not undergo significant changes, which determines the nature and content of the activities of all subjects of administrative procedural relations in general.
It is a common interest and understanding that providing the population with administrative services is an important aspect for the proper functioning of every given society. There is no society without the proper management of its local population. It is to this end that there is a need to examine the position of international law in seeing the administrative management of its population with emphasis in the Ukrainian government. The objective of this article is: 1) to study international experience in providing administrative services; 2) to elaborate propositions for improving the processes related to the provision of administrative services to the population. The experience of foreign countries in the field of providing administrative services to the population (in particular, the United States, Canada and Western Europe) has been analyzed. It has been emphasized that Ukraine needs to build its own system of administrative services, taking into account effective models of carrying out public administration in developed Western countries. It has been noted that the quality of administrative services to the representatives of different segments of the population is one of those criteria, which assists in assessing the effectiveness of the entire state system of the country. It has been emphasized that the service state institution, whose activity is to provide both public and private administrative and legal services, the example of which can be the above-mentioned service institution of the Ministry of Internal Affairs, is only part of the large-scale reform of the existing state legal mechanism in Ukraine that has to change the essence of the functioning of state agencies in this area.
Objective: The purpose of the article is to analyze the study and the international experience of public administration in order to find the most effective one for Ukraine. Methodology: While writing the article, the following methods were used: Logical, semantic, documentary analysis, and comparative legal. Findings: Both positive and negative aspects of borrowing the international experience of developed countries in the field of public administration are considered in the article. The emphasis is placed on the importance of creating an effective system of public administration in the state as a mandatory requirement for its successful functioning. All activities of public authorities are based on the quality of public administration. First of all, these are the processes of organizing management activities and establishing reliable control over it. The definitions of “public administration” and “development of public administration” are provided. Conclusions: It is concluded that the importance of qualitative study of the positive experience of other countries in the field of public administration will save a lot of time and effort in creating similar processes in their own country, avoiding the mistakes of predecessors. They are based on a thorough study of the formulated strategies and ideas that have been successfully put into practice.
This article articulates that there is the need to abridge the situation of international experience in protecting and keeping public order in courts and also in ensuring the possibilities of its application in Ukraine. In order for us to have a concrete understanding of this concepts, it has been concluded that there is currently any world practice of the most effective and universal mechanism for ensuring and keeping public order in courts. This activity in most countries is usually entrusted to several services or law enforcement agencies. The experience of protecting and keeping public order in courts has been distinguished, which must be taken into account for the development of the Ukrainian Judicial Protection Service, where close and trusting relations has been established between the law enforcement service in courts and the judges of a particular court; carrying out of the protection of public order should include not only ensuring the court premises with a sufficient number of highly professional security guards, but also its (court) equipment with the necessary technical and electronic devices; the judicial protection service should closely interact with law enforcement agencies of both state and local level, especially in regions with a high crime situation; the implementation of activities to ensure and keep public order in courts should be based on the relevant special conceptual and program documents, should provide specific approaches to risk assessment and forms and methods of responding to them.
