The world of climate politics is increasingly no longer confined to the activities of national governments and international negotiations. Critical to this transformation of the politics of climate change has been the emergence of new forms of transnational governance that cut across traditional state-based jurisdictions and operate across public and private divides. This book provides the first comprehensive, cutting-edge account of the world of transnational climate change governance. Co-authored by a team of the world's leading experts in the field and based on a survey of sixty case studies, the book traces the emergence, nature and consequences of this phenomenon, and assesses the implications for the field of global environmental politics. Abstract. With this paper we present an analysis of sixty transnational governance initiatives and assess the implications for our understanding of the roles of public and private actors, the legitimacy of governance 'beyond' the state, and the North-South dimensions of governing climate change. In the fi rst part of the paper we examine the notion of transnational governance and its applicability in the climate change arena, refl ecting on the history and emergence of transnational governance initiatives in this issue area and key areas of debate. In the second part of the paper we present the fi ndings from the database and its analysis. Focusing on three core issues, the roles of public and private actors in governing transnationally, the functions that such initiatives perform, and the ways in which accountability for governing global environmental issues might be achieved, we suggest that signifi cant distinctions are emerging in the universe of transnational climate governance which may have considerable implications for the governing of global environmental issues. In conclusion, we refl ect on these fi ndings and the subsequent consequences for the governance of climate change.
Debate around increasing demand for natural resources is often framed in terms of a "nexus" and perhaps at risk of becoming a buzz word. A nexus between what, at what scales, and what would be the consequences? This article analyses why readers should care about the nexus concept towards the SDGs. We discuss a five-nodes definition and propose perspectives that may lead to a reload of climate policy with buy-in from supply chain managers and resourcerich developing countries. Our research perspectives address modelling approaches and scenarios at the interface of bio-physical inputs with the human dimensions of security and governance.
This article analyzes how U.S. climate change politics and policy making are changing in the public, private and civil society sectors, and how such changes are likely to influence U.S. federal policies. It outlines the current status of U.S. climate change action and explores four overlapping pathways of policy change: (1) the strategic demonstration of the feasibility of climate change action; (2) the creation and expansion of markets; (3) policy diffusion and learning; and (4) the creation and promulgation of norms about the need for more aggressive climate change action. These four pathways seek to fruitfully draw from rationalist and constructivist approaches to policy analysis, without collapsing or confusing the different logics. Building on this analysis, it predicts that future federal U.S. climate policy will include six major components: (1) A national cap on GHG emissions; (2) A national market based cap-and-trade GHG emissions trading scheme; (3) Mandatory renewable energy portfolio standards; (4) Increased national product standards for energy efficiency; (5) Increased vehicle fleet energy efficiency standards; and (6) Increased federal incentives for research and development on energy efficiency issues and renewable energy development. In addition, expanding federal climate policy may bring about significant changes in U.S. foreign policy as U.S. international re-engagement on climate change is likely to occur only after the development of more significant federal policy. Scenario analysis, an approach to thinking about alternative futures based on storyline-driven modeling, has become increasingly common and important in attempts to understand and respond to the impacts of human activities on natural systems at a variety of scales. The construction of scenarios is a fundamentally social activity, yet social scientific perspectives have rarely been brought to bear on it. Indeed, there is a growing imbalance between the increasing technical sophistication of the modeling elements of scenarios and the continued simplicity of our understanding of the social origins, linkages, and implications of the narratives to which they are coupled. Drawing on conceptual and methodological tools from science and technology studies, sociology and political science, we offer an overview of what a social scientific analysis of scenarios might include. In particular, we explore both how scenarios intervene in social microscale and macroscale contexts and how aspects of such contexts are embedded in scenarios, often implicitly. Analyzing the social 'work' of scenarios (i) can enhance the understanding of scenario developers and modeling practitioners of the knowledge production processes in which they participate and (ii) can improve the utility of scenario products as decision-support tools to actual, rather than imagined, decision-makers.
Abstract. Global environmental governance is growing increasingly complex and recent scholarship and practice raise a number of questions about the continued feasibility of negotiating and implementing an ever-larger set of global environmental agreements. In the search for alternative conceptual models and normative orders, regional environmental governance (REG) is (re)emerging as a significant phenomenon in theory and practice. Although environmental cooperation has historically been more prevalent at the regional than at the global level, and has informed much of what we know today about international environmental cooperation, REG has been a neglected topic in the scholarly literature on international relations and international environmental politics. This introduction to the special issue situates theoretical arguments linked to REG in the broader literature, including the nature of regions, the location of regions in multilevel governance, and the normative arguments advanced for and against regional orders. It provides an overview of empirical work; offers quantitative evidence of REG's global distribution; advances a typology of REG for future research; and introduces the collection of research articles and commentaries through the lens of three themes: form and function, multilevel governance, and participation.
