This article explores the professional subjectivities of gender-equality (GE) consultants in France based on 63 interviews. A central concern is how these experts shape positions when working on a topic at the crossroads of personal, political, and economic stakes -in organizational and business contexts that are reluctant to embrace any feminist-like perspective. Questioning the rationales for entering this market activity, the ways to embody professional work and service impact self-assessment, the analysis highlights the tensions and dilemmas experienced by GE consultants in terms of aligning convictions and business imperatives, and the pragmatic and variable arrangements they make on a daily basis to put GE principles into practice. This research documents GE work by reanalyzing colliding dyads such as work/activism, professionalism/feminism, co-optation/resistance, and by reviewing the use of market logics in subverting the existing gender/economic order. It draws a nuanced picture of the constraints and opportunities that GE consulting offers to destabilize power from within organizations.
This article analyses the rise and functioning of the professional gender-equality consulting market in France on the basis of 63 interviews, participant observation and document review. It first examines the socio-historical process of creating the market and highlights the role of public action. It then investigates the market structure and reveals a division between two ideal-typical segments, before presenting some overlaps and circulations between them. It finally discusses existing power relations within the market and ambivalent public regulation, arguing that weak state commitment and low social pressure hinder the potential for transformative change brought about by gender-equality consulting.
Résumé Cet article présente la situation des femmes au sein des hiérarchies professionnelles et examine les différentes mesures législatives qui visent à promouvoir une meilleure répartition sexuée de la « prise de décision » dans le champ économique en Europe. Il s’appuie à la fois sur les documents publiés par la Commission européenne, sur des initiatives adoptées dans certains États membres et sur des données issues de plusieurs recherches récentes sur les femmes cadres et dirigeantes d’entreprise en Europe.
En quarante ans, l’égalité professionnelle s’est progressivement imposée comme problème public en France, un maximum de protagonistes du monde économique étant désormais invités à se mobiliser en faveur de cet objectif au sein de leurs organisations. Corollaire direct, une activité d’un nouveau genre a vu le jour et connaît un développement significatif depuis les années 2000 : le conseil en égalité professionnelle. Activité en construction, sa définition fait l’objet de disputes entre prestataires de service. Le présent article propose d’en étudier une dimension particulière : les conceptions concurrentes de l’expertise requise pour exercer une telle activité. L’analyse permet d’en dégager deux : une expertise d’élicitation (qui s’appuie sur le cadre de référence des clients et ses problématiques de gestion) et une expertise thématique (qui propose un cadre de référence externe et une analyse multi-niveaux des inégalités). Présentes conjointement chez l’ensemble des intervenant-e-s, ces deux conceptions apparaissent moins opposées que complémentaires. Toutefois, plébiscitée par les clients, l’expertise d’élicitation prédomine sur le marché de l’égalité professionnelle. Cette primauté influence directement la structuration du marché et le potentiel transformateur des interventions des consultant-e-s.
