ResumoA degradação ambiental de rios e córregos urbanos nas grandes cidades tem suscitado a formulação de diferentes políticas públicas. Este artigo analisa po líticas públicas visando a recuperação ambiental de córregos urbanos, como novo paradigma na gestão dos recursos hídricos. O texto aborda o padrão de urbanização da cidade de São Paulo que resultou na degradação de seus recursos hídricos e o alcan ce das políticas públicas voltadas à sua recupera ção. Em um contexto de córregos contaminados, várzeas ocupadas por favelas, ausência de rede co letora e de tratamento de esgotos, políticas de re cuperação ambiental da rede hídrica podem trans formar esses córregos em importantes prestadores de serviços ecossistêmicos. As políticas de recupe ração de rios e córregos urbanos têm um potencial reconhecidamente inovador e podem contribuir para a construção de uma cidade mais sustentável.Palavras-chave: município de São Paulo; gover nança da água; degradação ambiental; recupera ção recursos hídricos; parques lineares.
AbstractThe degradation of urban rivers and creeks in large cities has stimulated the proposition of different public policies. This article analyzes public policies targeted at the environmental recovery of urban creeks as a new paradigm in the governance of water resources. The text approaches the urbanization pattern of the city of São Paulo, which has produced the degradation of its water resources, and the reach of public policies that aim at their recovery. In a context of contaminated creeks, floodplains occupied by squatter settlements, and lack of collection and treatment of sewage, policies for the environmental recovery of the water network can transform these creeks into important providers of ecosystemic services. Policies of recovery of urban rivers and creeks have a recognized innovative potential and can contribute to build a more sustainable city.
Este artigo pretende discutir como processos políticos atuantes na cidade de São Paulo criam obstáculos à implantação de políticas de recuperação de rios e córregos urbanos, conferindo especial atenção ao programa de parques lineares. Como uma das diretrizes de seu plano diretor, o município formulou uma política inovadora de recuperação de seus rios e córregos urbanos, com potencial de inaugurar um novo paradigma na gestão dos recursos hídricos na cidade. Entretanto, após quase uma década de sua formulação, essa política ainda parece mais avançada do que a capacidade do poder público para implementá-la. Sua efetividade como política pública urbana e ambiental, visando à construção de uma cidade mais sustentável, depende de um intenso esforço de articulação de ações, desde a promoção e garantia de um debate democrático com os diferentes atores sociais envolvidos, até a implementação de programas intersetoriais, impondo um enorme desafio ao poder público local. Abstract: This paper discusses how political processes taking place in the city of São Paulo become hurdles to the enforcement of public policies designed to restore urban creeks. An innovative policy for restoring urban rivers and creeks, potentially creating a paradigm shift in the management of water resources, originated with the city’s master plan. However, one decade later, the policy remains more advanced than the city’s government implementation capacity. Its effectiveness as an urban and environmental policy towards a more sustainable city depends on joint efforts that represent an enormous challenge to the local political power, requiring promoting and ensuring a democratic debate with participating social actors, as well as the involvement of different municipal departments.
