Purpose
– The purpose of this paper is to investigate the effectiveness of mitigation measures adopted in a scheme of EIA follow-up by examining their performance in reducing geo-environmental impacts in earthwork activities during the Rodoanel southern section construction in São Paulo, Brazil. This environment is fragile in terms of affected watersheds because the highway crosses two important reservoirs that supply most of the metropolitan water demand. Therefore, this research also aims at promoting water quality control.
Design/methodology/approach
– This study combines complementary sources as evidences in the literature and field checks, tests and monitoring. The methodology was supported by criteria for evaluating the effectiveness of mitigation measures in the case study approach.
Findings
– The EIA follow-up activities contributed to the maintenance of environmental conditions in the majority of the control points at the end of the construction phase. Water quality parameters were not statistically different before and during the construction of the highway. The choice and arrangement of mitigation measures were successful in ensuring water quality control by avoiding siltation.
Practical implications
– A robust scheme for designing and evaluating mitigation measures contributes to the improvement of their effectiveness and is pivotal to the success of the EIA follow-up.
Originality/value
– This case study serves as an example for extending EIA follow-up practice in special to the improvement of the design and evaluation of mitigation measures in similar contexts.
A análise de áreas de preservação permanente (APPs) é um passo importante para o desenho de alternativas tecnológicas e locacionais para a avaliação ambiental das empresas, bem como para apoiar a emissão de licenças ambientais. Nesse contexto, este trabalho objetivou apresentar o método desenvolvido para avaliação ambiental de empreendimentos com influência direta ou indireta em APP e em suas funções ambientais. Cinco etapas são propostas para essa análise: a conceituação da feição protegida na forma deAPP por meio de revisão bibliográfica; visita técnica à área de estudo; análise das funções ambientais de APP presentes; representação cartográfica da APP; e avaliação dos projetos e os usos propostos na área. O método aqui proposto se mostrou válido e eficiente nos estudos de caso apresentados, pois permitiu recomendar ajustes no projeto elaborado pelo empreendedor e subsidiou tecnicamente a definição da alternativa locacional mais viável frente às exigências da legislação ambiental.

Os processos tecnológicos associados à extração mineral estão entre as principais formas de degradação do ambiente, com intenso efeito sobre a paisagem, podendo causar diversos danos ambientais. Dentre esses diferentes processos e subprodutos gerados, a pilha de estéril caracterizase como um novo ambiente formado pela operação mineral, sendo de difícil recomposição vegetal em função da deficiência de matéria orgânica e de nutrientes, além da heterogeneidade granulométrica do material. Este artigo discute a aplicabilidade de técnicas de bioengenharia de solos na recuperação do talude da pilha de estéril de uma mineração a céu aberto. Três modelos estruturais de bioengenharia de solos foram desenvolvidos, construídos e instalados no talude com vistas a promover a recuperação da área degradada: guirlanda, colmeia e retentor. Os índices desenvolvidos para avaliar o desempenho dos modelos indicam que a guirlanda apresentou os melhores resultados, destacando-se a baixa dificuldade, tanto na instalação do modelo na pilha de estéril quanto no preenchimento do solo-substrato/ sementes, além do alto desenvolvimento das espécies de adubação verde no modelo. O segundo melhor desempenho foi alcançado pelo modelo retentor e o pior desempenho foi obtido pelo modelo colmeia. Palavras-chave: mineração; pilha de estéril; recuperação ambiental; revegetação.
