Resumen La gobernanza de zonas con presencia de economías ilegales es parte de una amplia discusión académica, sin embargo es poco lo que se discute específicamente sobre las características del Estado en estas zonas. Por ello, a partir de un estudio de caso cualitativo, este artículo examina la interacción entre la intervención estatal en el Valle de los ríos Apurímac, Ene y Mantaro (VRAEM) y su objeto de gobierno. Esta zona es la principal cuenca cocalera del Perú y con presencia de remanentes terroristas, por lo que constituye una de las principales preocupaciones de seguridad del gobierno peruano. Gobernar el VRAEM ha sido siempre un desafío y no siempre se ha realizado según los planes del propio gobierno. Basado en conceptos de Foucault, este trabajo muestra que los habitantes del VRAEM son gobernados por al menos dos tipos de poderes desde el Estado: un poder soberano y un poder gubernamental. La convivencia entre estos tipos de poderes permite explorar las multiplicidades de prácticas gubernamentales existentes en la zona, así como las resistencias locales a ambos tipos de poder.
Este trabajo explora y compara, a través del empleo de técnicas cualitativas, las nuevas percepciones de inseguridad que se han generado en los últimos años en los vecinos de dos barrios urbanos del Perú y los respectivos mecanismos barriales de protección que han implementado para darles una respuesta. Por un lado, la Ronda Urbana del barrio de “Agua de Pajaritos” en el distrito de Huamachuco, departamento de La Libertad, y por otro lado las rejas y vigilantes en las calles del barrio de La Huerta en el distrito del Rímac, departamento de Lima. Si bien ambos barrios se sitúan en contextos urbanos diferentes, en ambos casos se han evidenciado características comunes que permiten aproximarse a las percepciones sobre inseguridad y las visiones sobre la provisión de seguridad, a veces contradictorias con el ideal de convivencia ciudadana en las ciudades modernas.
La elección como presidente de Jair Bolsonaro en el año 2018, sorprendió a algunos medios académicos y políticos. Sin embargo, a la luz de la trayectoria histórica y política de Brasil, su elección no parece una sorpresa. Por ello, nos proponemos reflexionar, a partir del concepto de cultura política hibrida, sobre la elección de Bolsonaro en 2018 como un reflejo de la fragilidad de la democracia brasileña. A partir del análisis de datos cuantitativos y cualitativos de la Séptima Ola de Encuesta Mundial de Valores (EMV), recolectados entre 2018 y 2019, caracterizamos la cultura política de los brasileños como autoritaria y conservadora, a pesar de un apoyo general a la idea democrática. En ese sentido, entendemos que esta cultura política ha aportado al desarrollo de una democracia inercial que se sostiene en formas, pero no en valores democráticos. Desde esta perspectiva, la democracia nació muerta en Brasil. Asimismo, usamos hechos de la historia política para indicar que la regla en la política brasileña es la inestabilidad. Nuestras conclusiones indican que la democracia sigue siendo frágil, tanto por cuestiones relacionadas con la tradición política como por la cultura política híbrida, agravada por la elección de un presidente que defiende claramente una salida autoritaria.
Resumo: A cidade de Pichari, no principal vale produtor de coca do Peru, conhece um boom econômico ligado a um segundo boom do narcotráfico. Na cidade, existe uma coexistência diária entre atores ligados às esferas econômicas legais e ilegais. Como ocorrem as interações? Como os cidadãos concordam fazer trocas com atores ilegais? Empregando métodos qualitativos, se analisa a circulação do dinheiro na cidade para demostrar como ela permite uma coabitação pacífica entre os diferentes atores da cidade. Nesse sentido o dinheiro é organizador social da cidade.Abstract: The city of Pichari, located in Peru´s main coca-producer valley, knows an economic boom linked to a second boom of drug trafficking. There is a daily coexistence between actors linked to the legal and illegal economic spheres. How do these interactions occur? How people accept to interact with illegal actors? Based on qualitative methods, I use money analysis, considered as a social organizer, to 174 El dinero: organizador social de la ciudad de Pichari show how its circulation allows pacific cohabitation between the different actors of the city.Resumen: La ciudad de Pichari, ubicada en el principal valle cocalero del Perú, conoce un auge económico vinculado a un segundo boom del narcotráfico. Allí existe una convivencia cotidiana entre actores vinculados a las esferas económicas legales e ilegales. ¿Cómo se dan las interacciones? ¿Cómo se acepta relacionarse con actores ilegales? El artículo propone una reflexión sobre el surgimiento de las Fake News en el contexto de las últimas elecciones presidenciales y su relación con la cultura política brasileña. Proponemos pensar los desafíos para la comunicación que presenta este fenómeno considerando: 1) la crisis de confianza en las instituciones políticas y en los medios tradicionales de comunicación, así como el ascenso de los medios conectivos; 2) el descontento con el desempeño de la democracia y 3) las facilidades para que el ciudadano común publique y comparta contenidos en las redes, sin responsabilizarse por su veracidad, generando desregulación en el ambiente informativo. Los resultados se basan en el análisis de la 7ma onda de la Encuesta Mundial de Valores realizada durante el año 2018 en Brasil.
