Sustainable Development nowadays became a dominant paradigm for both public and private sectors. Several Strategic Agendas such as European Green Deal, the 2030 Agenda for Sustainable Development and the SDGs, Climate Action and others, at their core values have a great set of actions ranging from reduction of the CO2 levels, through financing of particular projects, to the improvement of general welfare of the economies and societies. Due to the funding gap, there is a growing interest for private sector financing, particularly sustainable financing, and its role and contribution to the mentioned ultimate goals. The objective of the research is to analyze the factors and progress that have been made in setting up the framework in sustainable financing at the EU and international level. This paper will aim to identify the direction and the channels of its potential impact on the banking sector, as well as to describe ways in which this new culture is developing in the banking sector. The paper will particularly try to identify if the banking sector is proactive or reactive, by observing initiatives and projects at the international, European, and local level that have been developing for the last two decades, and based on that, to try to assess if a concept of sustainability and sustainable finance represent an evolution (upgrade of the existing culture and practice) or a revolution (new paradigm) in the banking sector.
In recent years, renewable energy deployment is becoming an important goal for increasing number of countries including Serbia. Owing to an outdated energy infrastructure that is inherited from Socialist Federal Republic of Yugoslavia and a slow pace of energy transition, approximately 66% of Serbia’s electricity is still generated by coal-fired power plants. Serbia’s energy strategy is oriented toward clean energy, whereby wind energy has increasing role for energy transition. This study investigates the current practice of wind energy project finance in Serbia based on a case study approach. We conclude that significant progress has been made over the last decade. However, future development is strongly dependent on the update of national legislation, energy sector stability and the availability of suitable financing sources to support new projects.
RezimeObrazovanje i obuka u sektoru finansijskih usluga, a naročito bankarstva, usmerena je na poboljšanje nivoa kompetencija zaposlenih kao ključnog činioca strategije savremenih banaka koja sve više teži da se putem ulaganja u ljudski kapital adekvatno nosi sa predvidivim i iznenadnim izazovima budućeg poslovanja. Nedavna svetska ekonomska kriza otkrila je u tom smislu potrebu za fleksibilnošću, prilagodljivošću stečenog znanja, prekvalifikacijama zaposlenih, promptnom i punom primenom novostečenih znanja i veština. Usled svega toga, razvija se i potreba za uspostavljanjem direktne i žive veze između procesa rada sa jedne i procesa sticanja novih znanja i profesionalnih kvalifikacija, sa druge strane. Kako bi profesionalne kvalifikacije bile upotrebljive i harmonizovane, važno je definisati postojeće kompetencije kod zaposlenih u sektoru bankarstva kao i uraditi njihovu sertifikaciju. Ovaj rad ima za cilj da ukaže na značaj sistemskog razvoja kvalifikacija i kontinuiranog profesionalnog razvoja zaposlenih u bankama u domaćim i međunarodnim okvirima, kao i na važnost postojanja merljivosti i uporedivosti stečenih kvalifikacija putem primene Nacionalnog odnosno Evropskog okvira kvalifikacija.Ključne reči: kontinuirani profesionalni razvoj, doživotno učenje, profesionalne kvalifikacije, standardi, sektor finansijskih usluga, obrazovanje, nacionalni okvir kvalifikacija JEL: I21, J24 Primljen: 01.12.2017. Prihvaćen: 30.01.2018 SummaryEducation and training in the financial service sector, and banking in particular, are aimed at improving the level of employee competence as a key factor in the strategy of modern banks, which increasingly seeks to adequately deal with the foreseeable and surprising challenges of future business through investment in human capital. In this respect, the recent global economic crisis has revealed the need for flexibility, adaptability of acquired knowledge, retraining of employees, prompt and full application of newly acquired knowledge and skills. Due to all of this, there is also a need to establish a direct and live connection between the processes of work on the one hand and the process of acquiring new knowledge and professional qualifications, on the other hand. In order for professional qualifications to be usable and harmonized, it is important to define the existing competencies among employees in the banking sector, as well as to create their certification. Znаčај kојi sе pridаје uspеšnоm kоrpоrаtivnоm uprаvlјаnju u bаnkаmа prоizilаzi, prе svеgа, iz znаčаја kојi bаnkе imајu u finаnsiјskоm i еkоnоmskоm sistеmu јеdnе zеmlје. Nаimе, bаnkе su јеdinе zаkоnоm оvlаšćеnе dеpоzitnе instituciје i kао tаkvе su glаvne institucije za prikupljanje štеdnjе i finansiranja potreba privrede za obrtnim kapitalom, оbzirоm nа rеlаtivnо mаlо učеšćе tržištа kаpitаlа u privrеdnоm sistеmu. Тоkоm višеgоdišnjih sаnkciја, izоlаciје i bоmbаrdоvаnjа nаšа prеduzеćа su оstаlа bеz оbrtnоg kаpitаlа. Таkоđе, dоlаzаk strаnih invеsticiја čеstо nе znаči dа mаtičnе kоmpаniје оbеzbеđuјu dоvоlјnо оbrtnоg kаpitаlа, vеć sе trаži оbrtni kаpitаl оd dоmаćih bаnаkа. Iz tаkvе ulоgе banaka prоizilаzi i njihоvа nеpоsrеdnа оdgоvоrnоst zа prаvilnu аlоkаciјu slоbоdnih srеdstаvа privrеdi i njihоvu nајbоlјu iskоrišćеnоst.
