The term "territory" and its correlates have become commonplace in the field of Mental Health since the psychiatric reform, a potentially emancipatory milestone in non-hospital-centered ideals. However, in a previous empirical study, we found a lack of consistent concepts and practices (corresponding to the use of this term) in the territorial reinsertion of persons with mental illness. To clarify the term's various uses and its possible correlations in practice, we have conducted a systematic survey of scientific articles and official documents, comparing them to each other and with the concept of territory from Critical Geography. We conclude that in the Mental Health field in Brazil, despite numerous and repeated critical efforts, a functional notion of territory has prevailed, overlooking power relations and symbolic appropriations, increasing the tendency of subjecting the reinsertion of persons with mental illness to a given territory rather than favoring socio-spatial transformations for the coexistence of differences.
Apresentamos pesquisa avaliativa qualitativa sobre modos de morar de pessoas com transtorno mental grave, vinculadas às redes municipais de saúde mental de três cidades de grande porte. Realizamos observação participante de dez moradores e respectivos cuidadores de Serviços Residenciais Terapêuticos (SRT) e acompanhamos o cotidiano de oito usuários de Centros de Atenção Psicossocial (CAPS) que constituíram suas moradias por iniciativas próprias. Os moradores e usuários também foram entrevistados em profundidade. O material de campo foi analisado, segundo o método interpretativo, da perspectiva de arquitetos, antropólogos, psicanalistas e sanitaristas. Os resultados apontam carência de processos sistemáticos de reabilitação psicossocial dos moradores de SRT e despreparo dos cuidadores para lidarem com a complexidade de demandas para seu acompanhamento, além de baixo envolvimento dos CAPS com os SRT. Por outro lado, usuários ligados aos CAPS, que não moram em SRT, apresentaram criativa diversidade nos modos de constituir suas moradias e maior interação com a comunidade, embora alguns contem com o apoio de albergues e asilos para resolver suas necessidades. Algumas direções para a superação dos problemas encontrados são apontadas ao final do texto.
The participatory planning method called Plano Global Específico (PGE; Specific Global Plan) has been used in Belo Horizonte, Brazil since 1995 for interventions in favelas (spontaneous settlements). Although the responsible municipal agency describes it optimistically, inhabitants have manifested significant discontent. This article focuses on the reasons for this controversy, analysing the PGE method against the background of Brazilian re‐democratisation and Belo Horizonte's public policies for favelas. The article argues that institutionalised participation does not favour the qualitative leap towards citizen control or autonomy, but is essentially attached to heteronomous planning structures.
ResumoA coleta de dados por meio de entrevistas tem sido uma prática corrente nas pesquisas em arquitetura, urbanismo e planejamento, enquanto ainda são raras as discussões metodológicas sobre a pertinência, os objetivos, as formas de condução e as especificidades de entrevistas qualitativas nessas disciplinas.Este artigo visa a elucidar por que e como entrevistas qualitativas podem prover ou gerar dados sócio-espaciais cujas análise e interpretação, por sua vez, podem levar a conhecimento válido. Ele começa examinando as funções atribuídas a dados de entrevistas e seus limites. Em seguida, são evidenciadas diferentes ênfases de entrevistas partindo de cinco tipos consolidados em outras áreas (entrevista exploratória, etnográfica, narrativa, focada e especialista). A intenção não é propor escolhas entre eles nem criar mais um tipo, mas abrir um leque de variações a combinar, detalhar e expandir, de acordo com a situação específica de cada pesquisa. This paper aims at elucidating why and how qualitative interviews can provide or generate socio-spatial data whose analysis and interpretation may lead to valid knowledge. It begins by examining the roles assigned to interview data, and their limits. Then it highlights various interview emphases drawing on five types, consolidated in other areas (exploratory, ethnographic, narrative, focused, and expert interview). Purpose -The purpose of this paper is to report on the point of view of architecture of an interdisciplinary research on housing and social integration of people with severe mental disorder (SMD) in Brazil after deinstitutionalization. It first aims to present the need for a qualitative evaluation of the way people with SMD deal with their living spaces (house and city); then to describe the method adopted to approach people living under control -in therapeutic residential services (SRTs) proposed by the State as the only alternative model for those leaving psychiatric institutions -and people living alone -with little psychiatric assistance and no dwelling support provided by the State. It aims to conclude with a discussion of the observed dwellings pointing towards the need to accommodate differences in any housing model adopted by the State. Design/methodology/approach -The qualitative evaluation enabled the focus of participant observation on the way people interact with each other and with their living space. The authors followed the routines of chosen people with SMD in three different cities in Brazil and provided reports for the whole group to analyze them. Findings -It was found that those living in SRTs are much more obstructed by institutional control than those living alone. Despite the difficulties and fragilities of those living alone because of the lack of support, they end with more possibilities for autonomy and social integration. Originality/value -Most research on the subject approaches objective housing issues focusing on statistical results. This research evaluates qualitative dwelling issues, summarizing little pointers for future health policy on housing for people with SMD.
Uma dificuldade de todo planejamento urbano é sua articulação às pequenas porções do território que, concretamente, definem as qualidades do espaço e da vida cotidianos. O presente artigo apresenta uma ferramenta conceitual para facilitar essa articulação entre escalas: a identificação e o estudo de situações típicas (tipos) de moradia e ambiente urbano, ordenadas numa tipologia. Elaborada para o Plano Diretor da Região Metropolitana de Belo Horizonte e a partir das características dessa região, a tipologia toma por critério primário a autonomia na produção do espaço cotidiano, e tem por objetivo embasar instrumentos que venham a favorecer essa autonomia.
RESUMOO artigo apresenta e discute as diretrizes e características do sistema IDA, fruto do projeto de pesquisa FINEP intitulado Instrumentos de apoio ao projeto de habitação com sistemas construtivos alternativos (IDA). Trata-se de um banco de dados de componentes e processos construtivos, ligado a uma interface gráfica com diversos ambientes de interação, a ser disponibilizado via web e ampliado paulatinamente por todos os tipos de usuários da comunidade da construção civil. Primeiramente, é delineado o contexto sócio-econômico em que a idéia se insere e suas finalidades pretendidas. Em seguida, a estrutura do sistema é brevemente exposta, concentrando-se o foco menos nos seus aspectos técnicos e mais na sua dinâmica como ferramenta de mediação, seu caráter aberto e suas formas de interação. Por fim, faz-se uma discussão dos fundamentos teóricos que embasam a proposta, em contraposição às abordagens predominantes nos sistemas informacionais destinados à construção civil.Palavras-chave: sistemas informacionais, construção civil, produção autônoma ABSTRACT This paper presents and discusses the guidelines and features of the IDA system, developed in the research project Instrumentos de apoio ao projeto de habitação com sistemas construtivos alternativos (Tools for dwelling-design with alternative building systems), funded by FINEP. The IDA system consists of a data-bank and corresponding graphic interface with several interaction environments. It will be accessible on the web, and gradually expanded by all kinds of users of the building community. First we describe the social and economic context where this concept is inserted as well as the purposes IDA is intended for. Then the structure of the system is shortly explained, focusing less on the technical aspects and more on its dynamics as a tool of mediation, its open nature, and its ways of interaction.
