The role and design of global expert organizations such as the Intergovernmental Panel on Climate Change (IPCC) or the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES) needs rethinking. Acknowledging that a one-size-fits-all model does not exist, we suggest
a reflexive turn that implies treating the governance of expertise as a matter of political contestation.
In this study, we review work which seeks to understand and interpret the place of the Intergovernmental Panel on Climate Change (IPCC) within the science and politics of climate change in the context of a post-Paris polycentric governance regime and the culture of "post-truth" politics. Focusing on studies of how the IPCC has sought to maintain a boundary between the scientific and the political, we offer an historical account of "boundary work" within the IPCC which is instructive for thinking, in an anticipative mode, about emerging and likely challenges to the IPCC's position as a science-policy boundary organization. We suggest that the relationships between climate science and policy are undergoing fundamental transformation in light of the Paris Agreement, and contend that the IPCC will need to be nimble and reflexive in meeting new challenges. Growing calls for more "solution-oriented" assessment question the IPCC's positioning at the sciencepolitics boundary, where it can function to put some policy options on the table, while obscuring others. Recent controversies over proposed mitigation solutions are indicative of likely future challenges. We suggest that by adopting a mode of "responsible assessment," the IPCC can continue to exercise its world-making power in a relevant and legitimate fashion.
Recent IPCC assessments highlight a key role for large-scale carbon removal in meeting the objectives of the Paris Agreement. This focus on removal, also referred to as negative emissions, is suggestive of novel opportunities, risks, and challenges in addressing climate change, but tends to build on the narrow techno-economic framings that characterize integrated assessment modeling. While the discussion on negative emissions bears important parallels to a wider and older literature on carbon sequestration and carbon sinks, this earlier scholarship-particularly from the critical social sciences-is seldom engaged with by the negative emissions research community. In this article, we survey this "long history" of carbon removal and seek to draw out lessons for ongoing research and the emerging public debate on negative emissions. We argue that research and policy on negative emissions should proceed not just from projections of the future, but also from an acknowledgement of past controversies, successes and failures. In particular, our review calls attention to the irreducibly political character of carbon removal imaginaries and accounting practices and urges acknowledgement of past experiences with the implementation of (small-scale) carbon sequestration projects. Our review in this way highlights the importance of seeing continuity in the carbon removal discussion and calls for more engagement with existing social science scholarship on the subject. Acknowledging continuity and embracing an interdisciplinary research agenda on carbon removal are important aspects in making climate change mitigation research more responsible, and a precondition to avoid repeating past mistakes and failures.
Today many scholars seem to agree that citizens should be involved in expert deliberations on science and technology issues. This interest in public deliberation has gained attraction in many practical settings, especially in the European Union, and holds the promise of more legitimate governance of science and technology. In this article, the authors draw on the European Commission's (EC) report ''Taking the European Knowledge Society Seriously'' to ask how legitimate these efforts to ''democratize'' scientific expertise really are. While the report borrows from deliberative democrats' normative accounts of legitimacy, the authors identify a tension between the principles for legitimate rule prescribed by deliberative democratic theory and the report's celebration of diversity and dissent. While this inconsistency suggests that the legitimacy of deliberative governance Downloaded from arrangements is justified on empirical rather than normative grounds, it remains an open question whether studies of science and technology offer enough empirical support for such a justification. In this article, the authors address this pressing question and propose three possible responses.

We discuss what this means for the Intergovernmental Panel on Climate Change (IPCC), using recent controversies over negative emissions technologies (NETs) as a window into the fraught politics of producing policy-relevant pathways and scenarios. We suggest that pathways and scenarios have a ‘world-making’ power, potentially shaping the world in their own image and creating new political realities. Assessment bodies like the IPCC need to reflect on this power, and the implications of changing political contexts, in new ways.
This article explores how the Intergovernmental Panel on Climate Change (IPCC) has dealt with growing public scrutiny of its workings. It reviews recent initiatives set up to respond to the Climategate controversy. An independent review of the IPCC undertaken by an international scientific umbrella body-InterAcademy Council-can be shown to have triggered one of the turning points in the debate, placing the focus of attention on the IPCC's transparency and accountability. However, the council's recommendations have been implemented by the IPCC in such a way that the issue of public trust is treated as one of effective communication. The article then explains how IPCC's responses to Climategate can be traced back to the linear model of expertise. The article concludes with a discussion why the challenge of producing policy-relevant knowledge under conditions of heightened public scrutiny also requires new forms of scientific appraisal aimed at wider publics.
