The research problem is expressed in the multifaceted question of the complexity of the meaning of planning and management of organizations in the security sector and the necessary conditionality of the essential role and importance of prognostic scientific research in the design and adoption of valid plans and planning activities with the aim of a successful management process of organizations operating in the security sector. The main research findings of the work are primarily reflected in the role and importance of prognostic scientific research in valid planning with the aim of successful management and functioning of organizations operating in the security sector. To achieve the research objective a qualitative approach is used (Abdalla, Ibrahim, Lasyoud, & Warsame, 2022, p. 173). Such research enables us to obtain relevant knowledge with the help of scientific methods and research techniques — scientific knowledge about the elements of social reality and to apply such knowledge for the future planning activities of the organization, which helps in the successful management of organizations. This paper contributes to this field from the perspective (Sariyev, 2022, p. 346) of the security sector, the work of criminologists, victimologists, experts in the field of security sciences, lawyers, and others, who are engaged in researching the impact of security phenomena on the design of action plans and management in organizations which are within the security sector.
According to the United Nations Protocol, Trafficking in Human Beings (HRT) means: "The recruitment, transportation, transfer, concealment or taking of persons for any purpose or in any form by threat or use of force or by abduction, deception, cunning, coercion or abuse of power in order to slavery, forced labor, and slavery". Trafficking is a global problem. Based on the statistics of different world organizations, every year around 2,000,000 men, women and children are trafficked, with 80% of them being women and girls, while about 50% are juveniles. Trafficking in human beings, after trafficking in narcotic drugs and weapons, is considered to be the most widespread criminal activity in the world. Looking at the monetary aspect the figures are astronomical. The United Nations Center for Crime Prevention estimates that the global profit from this type of crime is over $ 8 billion. The International Convention of 2000, with the term "Organized Criminal Group" means a structured group of consisting of three or more persons who exist for a certain period of time and who cooperates in order to commit one or more serious crimes or offenses established by this Convention with a view to obtaining direct or indirect benefits property or financial. What is most tempting for "organized crime" is the exploitation of markets where there is a high demand for certain services and goods, which, because of the restrictive laws and regulations currently in that country, can not to be filled in legally. Factors that promote organized crime are factors of political, social and economic character. These various factors and circumstances have influenced the emergence of early forms of illicit organized activities as well as the evolution and sophistication to the present day.
The research problem is the importance of scientific theory and theories in the scientific study of genocide. The main objective and purpose of the work are to enable, through an appropriate, correct, and scientifically verified methodological approach, the acquisition of real scientific knowledge about the study of a very complex social phenomenon - genocide - and the contribution of scientific theory to this research, builds a separate scientific discipline - the science of genocide. The main results of the work are prerequisites for successful genocide research and the formation of a special science that would deal with this problem, it is necessary to develop theory and scientific theory as a basis for the development of genocide science because the underdevelopment of theoretical assumptions reflects the development of methodological empirical research and the limited use of research procedures, methods, and techniques. If the theoretical basis of empirical research is weaker, then the source of research knowledge is limited. This suggests that there is a direct causal relationship with the research results obtained, which calls into question their value and validity. The research conducted in this thesis has the characteristics of scientific theoretical research, which is necessarily qualitative in nature. As it is theoretical research of a qualitative nature, the qualitative method of document content analysis is mainly applied as one of the methods of data collection. In addition to this method, all the basic analytical-synthetic methods will be used as individual methods and in certain combinations, correlations, and relationships as necessary, as well as the hypothetico-deductive, axiomatic and comparative methods of the group of general scientific methods. With the beginning of the democratic development in Easter Europe,the Albanians were the first who asked for their right to self-determination.For European recognition of the new republic crucial was status of a Republic and the combination of the principles of the concept of “European” and that “classic”. When there was not stability in Balkans,when the war in former Yugoslavia started in Slovenia,Croatia,Bosnia and Herzegovina,Kosovo was not independent,when the war began in the Presheva Valley,and in Macedonia,Kosovo was not independent. In a conclusion the answer to this wrong perception would be: the independence of Kosovo has stabilized the Balkans.
