Results of electromagnetic fields radiated from an unknown electrically small source, obtained by measurement inside a TEM cell and above an open site, are analyzed to confirm their equivalence. Our purposes are to find an algorithm and to establish a standard method for EMI measurement by using a TEM cell for frequencies below several hundreds megahertz.
