The presented study is devoted to monitoring the technical and technological state of electric power complex facilities. As part of the study, the basic principles of monitoring and examining the state of equipment were analyzed, the process and procedure for monitoring the status of equipment and structures of the electric power complex were examined. The work analyzed the periods of preparation for the heating season of the Russian electric power industry, as a result of which it was revealed that the number of violations at electric power facilities was increasing, and the equipment of the federal districts was not fully prepared for the heating season by the readiness index. The work revealed that for almost all indicators of heat supply, water supply and sanitation, the number of violations and incidents during the heating period is increasing. At the end of the study, measures were presented that will ensure the stability and reliability of energy supply to consumers.
The crisis phenomena irregularity due to the COVID-19 pandemic requires new, to a certain extent, non-routine tools for their settlement, namely the action effect enhancers of the state and private investors to develop the economy in conditions of shrinking volumes of available financial resources. The paper proposes the Investment Multiplier (IM) as such a tool. The author's model was generated based on a detailed description of developing multiplier processes to analyze its action. The study aims to estimate the IM values of the economies of Kurgan, Sverdlovsk, and Chelyabinsk, the most industrially developed Russian regions, and identify the main points of their economic growth. The key research method was regression analysis. The present study establishes interconnectivity between marginal propensity and savings, marginal propensity and imports, marginal tax rate, and investment accelerator, and their influence on the regional multiplier. From a position of investment multiplier, the authors try to narrow the research gap in how investment policies influence the economic growth of the Russian regions. The study results determine IM values for the analyzed regions, identifying their differences and reasons. The key points of economic growth in these regions were identified. The scientific novelty involves applying changes in regional multiplier processes' dynamics to determine the key development points. The practical significance is that the IM value is an analytical tool that will identify existing key points of regional economic development and, by managing the IM value, create new points for investments with a large-scale multiplier effect, thus developing the regional economy. This collective monograph continues a series of scientific studies and publications on the problems of strategic planning, which have been carried out for several years at the Financial University under the Government of the Russian Federation with the involvement of specialists from other scientific and educational organizations. A series of research papers in 2017-2019 was devoted to the analysis of strategic development risks and the analysis of global strategic planning practice, the general methodology of strategic planning and forecasting (including in the context of ensuring Russia's economic security), the approach to the formation of life cycles of preparation and revision of strategic planning documents and their comparative analysis, the experience of coordinating budget, project and process types of management and financing, monitoring risks and threats, the use of new information tools in the strategic planning complex, including blockchain, and also naturally develops such aspects of previous research as analysis of world practice, coordination of budget, project and process types of management and financing, the use of information technologies. However, at the same time, a special task was set — to approach a comprehensive analysis of the strategic planning process as a whole, especially to study its documentary support as the core of the organization of this process and the implementation of its results in the practice of public administration, as well as to analyze the scientific support of strategic planning as an essential aspect of all strategic planning and strategic management activities in the entirety of its aspects (goal setting, forecast, design, programming, planning, control and audit). It is intended for specialists from the humanities, natural sciences and technical fields of knowledge focused on management and development problems, for undergraduates and postgraduates, as well as for a wide audience of management practitioners, including those related to strategic planning processes in the public sector.
The analyzed indicators indicate that the industrial complex consumes the largest volume of water resources, while not all water resources that are discharged into water bodies are subject to treatment, which, of course, affects the state of water basins. It was substantiated in the work that in order to achieve and increase the effective use of water resources, it is advisable to develop a coordinated policy to reduce water consumption and preserve the environment for future generations. At the end of the study, the necessary conclusions were drawn on the results of the work done.
