Bu makale 18. yüzyıl ortalarında, merkez-çevre ilişkileri çerçevesinde, Mısır'da bir Memlük beyinin yükseliş ve zevalini incelemeyi amaçlamaktadır. Bulutkapan Ali Bey (Ali Bey el-Kebir) (Ö. 1773)'in Mısır, Hicaz ve Suriye'de yarı otonom bir hükümet tesis etme mücadelesi, 1517 yılında Osmanlı Devleti'nin son verdiği Memlük Devleti'nin başarısız bir yeniden canlandırılması teşebbüsü olarak algılanabilir mi? Bu sorunun cevabı Osmanlı Mısır'ında Memlük hanelerinin durumuna ve özellikle de mezkûr yüzyılda önplana çıkmış Kazdağlı hanesine bakılmasını zorunlu kılmaktadır. Nitekim Bulutkapan Ali Bey Kafkasyalı bir köle olarak Kazdağlı hanesine intisap etmişti. Onun yükselişi, efendisi Đbrahim Kethüda'nın ölümünden sonra Memlük beyleri arasında başlayan mücadele döneminde gerçekleşmiştir. Diğer taraftan bu çalışma Kahire'deki Osmanlı valisinin iktidarının Memlük beylerince fiilen sınırlandırıldığına da iddia etmektedir. Dolayısıyla Bulutkapan Ali Bey'in yükselişi ve düşüşü, Osmanlı merkezi ve Memlük beylerinin ittifak ve çatışma gibi farklı yolları içeren politikalarıyla da belirlenir. Ayrıca Osmanlı-Rus savaşları sebebiyle Osmanlı merkezi Ali Bey'in nüfuzunu kurma sürecini engelleyemedi. Diğer taraftan onun iktidarına yine kendisi gibi bir Memlük olan Ebuzzeheb Mehmet Bey son verecekti.
Bu çalışmanın amacı, Topkapı Sarayı Müzesi Arşivi'nde E 4029 numara ile kayıtlı bulunan takrirden hareketle Cezzâr Ahmed Paşa'nın Sayda valiliği dönemindeki icraatlarını irdelemektir. Takririn kim tarafından ve ne zaman yazıldığı kesin olarak bilinmemekle birlikte, takrîr yazarının Dersaadet tarafından görevlendirildiği açıktır. Bu durumda mezkûr takrir, jurnal'a tekabül etmektedir. Jurnaller genellikle menfi karakter taşımakla birlikte, bu kez takrir/jurnal yazarının Cezzar Ahmet Paşa hakkında hayırhah bir rapor kaleme aldığı gözükmektedir. Bu lehte beyan iki ihtimali akla getirmektedir: Takrir müellifi, ya Cezzar'ın Sayda vâliliği sırasındaki icraatlarının devlet-i aliyyenin hayrına olduğuna gerçekten inanmıştır, ya da Cezzar tarafından elde edilmiştir. Her halukarda belge, diğer yandan Cezzâr Ahmed Paşa'nın idaresinde Sayda Eyâlet'inin sosyal yapısına, idari ve askeri teşkilatının nasıl işlediğine dair ayrıntılı bilgiler sunmasıyla da değerlidir. Ancak tikel ve konjonktürel bir belgenin analizi, daha geniş ve kuşatıcı bir tarihi çerçevenin içinden mümkün olacağından, Cezzar'ın hâkim bir politik figür olarak ortaya çıkmasıyla neticelenen Mısır-Suriye merkezli iktidar ilişkilerinin anlatımı zorunlu olmaktadır. Ayrıca Mısır-Suriye havalisi İmparatorluk merkezi için de tereddüt ve suallerin yoğunlaştığı bir coğrafyadır ve Cezzâr Paşa hakkında böyle bir raporun yazılmasının gerisindeki saik de bu olmuştur. Dolayısıyla 18. Yüzyılda Mısır ve Suriye hattında yaşanan hadiseler, merkez-periferi ilişkileri, bu ilişkileri etkileyen patronaj şebekesi ve Arap sosyolojisi dahilinde analiz edilmeye çalışılacaktır.
ÖzBu makale, Mithat Cemal Kuntay"ın az bilinen ve dolayısıyla yeni harflerle yayınlanmamış ve bir Batı tenkidi olan 1911 tarihli İftira-yı Taasub eserinin, takdim ve teşhirini yapmayı amaçlamaktadır. Ayrıca Osmanlıca yazılmış olan bu risale bugünkü Türkçe"ye aktarılacaktır. Midhat Cemal"in henüz 28 yaşında iken yazdığı bu risale, yaşlı imparatorluğun genç kalemlerinden birinin imzasını taşımaktadır. Diğer yandan bu çalışma, metnin özerkliğini de dikkate alacak ve fakat yazar ve metnin öznelliklerinin muayyen bir tarihselliğin sınırları tarafından oluşturulduğunu ihmal etmeyecektir. Öncelikle Midhat Cemal"in Türk edebiyatı tarihindeki yeri, onun şahsi özellikleri de hesaba katılarak anlatılacaktır. Onun milli hislerini eserlerine yansıtması belirgin bir özelliğidir. Zira İmparatorluğun çöküş devrine şahitlik etmiş bir edibin eserlerinde bu hislerin mevcudiyeti şaşırtıcı değildir. İftira-yı Taassubu yazdığı sene, İmparatorluğun Afrika"daki son toprağı Trablusgarb İtalyanlarca işgal edilmişti. Akabinde de Balkan savaşları meydana gelecekti. İftira-yı Taasuub, İmparatorluğun zevalinin Türk münevverleri üzerindeki tesirlerini gösteren örneklerden yalnızca biridir. Ayrıca bu makalede, doğulu bir aydının Batı"ya yönelttiği eleştiriler dikkate alınacaktır. Zira bu risale bir oryantalizm eleştirisidir ve Batıda din ve taassup ilişkisini örnekleriyle açıklamak niyetiyle yazılmıştır. AbstractThis article aims to present and expose a less known text written in 1911 by Midhat Cemal Kuntay . This tractate is also going to translate to modern Turkish from Ottoman letters. İftira-yı Taassub that Midhat Cemal wrote at the age of 28, has signature of one of the young pens of the old empire. On the other hand, this study will also take into account the autonomy of the text and but it will not be neglected that the subjectivity of the author and his text was created by variable of a certain historicity. Midhat Cemal's place in the history of Turkish literature will be explained by taking into account his personal characteristics. It is a distinctive feature of reflecting his national feelings in his works. It is not surprising that the presence of these national feelings in the works of a litterateur who witnessed collapse of Ottoman Empire. The year when he wrote İftira-yı Taassub, Tripoli the last Ottoman land in Africa, was occupied by Italians and afterwards the Balkan wars broke out. İftira-yı Taassub is only one of the examples of the impact of the collapse of the Empire on the Turkish intellectuals. In addition, in this work the criticism of an intellectual from East towards West will be taken into consideration. This tractate is a critique of Orientalism and it was written with the intention of explaning the relation with religion and bigotry with examples from the history of Europe.
There is a strong emphasize for the constituent figures/leaders instead of different institutions, traditions and processes in the modern Egypt historiography. According to this trend, dominated in the historiography, Muhammad Ali Pasha represents the spirit of Egyptian resistance against the Ottomans-'foreign' rulers and motivates the Egyptian identity. Muhammad Ali is known to have imported European ideas and institutions, challenging and reforming the traditional society. However, in terms of power relations, a despotic portrait accompanied his "enlightened" identity, because he often ruthlessly eliminated his political opponents. The subject of this article is toward the Citadel Massacre in Cairo (March 1811) planned and committed by Muhammad Ali Pasha, which brought to the end to the historical-political power of Mamluks in Egypt. In 1811, The Pasha was the only political weapon in the hands of the Sublime Porte against the Wahhabis who occupied the Hijaz. In fact, the Castle Massacre was made in the celebration day in honor of his son, Tosun Pasha, who had been appointed governor of Jeddah. Muhammad Ali Pasha's the first and largest political eliminationis formed in the center of this research. In this study it is used also the Al-Jabarti's famous historian work, 'Aca'ibü'l-Âsâr fi'l-Tarâcim ve'l-Ahbâr (History of Egypt), the letters of Giovanni Reggio, a British agent in Cairo and archival materials from the Ottoman and British archives related to the subject.
