Customer satisfaction and service quality have so far been evaluated mostly from a local perspective although the quality element has been firmly established in academic library management for at least a decade. Critics of inter-institutional comparisons often object that different preconditions are not considered adequately. Examples from a joint user satisfaction survey conducted by 15 German university libraries in 2001 suggest that comparative data are a suitable means to identify cases of "best practice" and can effectively initialize processes of customer-focussed improvement. Furthermore, if compared with corresponding statistical data or performance measures, satisfaction ratings can reveal possible structural strengths and deficits relative to other libraries. On the other hand, follow-up telephone interviews with participating libraries showed that the survey results substantially challenged the institutions' internal communication and public relations organisation, and underlined that even in a well-developed culture of assessment the need for professional mediation and coordination of comparative analyses may not be underestimated.

Deutscher Bibliotheksstatistik rund 10% der Erwerbungsausgaben -sowie ertiebliche zentrale Fördermittel für die Lizenzierung bzw. den Kauf elektronischer Medien auf. Um -gemessen an beschränkten Ressourcen, steigenden Preisen und zunehmender Nachfrage -diese Mittel richtig einsetzen zu können, müssen Bibliotheken über statistische Daten zur Nutzung dieser Angebote verfügen. Bibliotheksseitig wurden die Anforderungen an diese Daten in der Internationalen Norm ISO 2789:2003 "Information and documentation -International library statistics"' und in der daraus abgeleiteten US-amerikanischen NISO Z39.7 "Library statistics" 2 definiert.
Reformansätze der öffentlichen Verwaltung einerseits und die zunehmende Ressourcenknappheit der Unterhaltsträger andererseits werden in Wissenschaftlichen und Öffentlichen Bibliotheken bislang als die wesentlichen Triebfedern des Einsatzes betriebswirtschaftlicher Instrumente und Methoden angesehen. Bisher liegen jedoch nur vereinzelte Erfahrungsberichte zu bestimmten Managementinstrumenten vor. Im Forschungsschwerpunkt „Bibliotheksmanagement, Evaluation und Organisationsentwicklung“ an der Hochschule der Medien Stuttgart wurde deshalb von Oktober 2006 bis Februar 2007 mit Beteiligung von Diplomandinnen des Studiengangs Bibliotheks- und Medienmanagement eine bundesweite Studie zu Einsatz und Verbreitung von Managementinstrumenten in Bibliotheken durchgeführt. Dazu wurden Leitungspersonen von 99 Bibliotheken telefonisch zu ihrem Umgang mit und ihren Einstellungen zu Managementinstrumenten befragt.
This article is a report of a job satisfaction survey at the Muenster University Library in 1997. The main part contains the objectives, methodical considerations and the realization of this survey. The questionnaire design, participation and involvement of the staff and the results of the evaluation in examples are exposed. An analysis of organizational weaknesses and the optimizing process in the University Library follows at the end of the article.Die Mitarbeiterbefragung ist ein verhältnismäßig altes Instrument der Arbeits-und Organisationspsychologie. Bereits zu Beginn der zwanziger Jahre gab es erste Untersuchungen zur Arbeitszufriedenheit, die zumeist im Rahmen von Arbeitsablaufuntersuchungen durchgeführt wurden. Auch in den siebziger Jahren erfreute sich die Mitarbeiterbefragung im Zusammenhang mit der Mitbestimmungsdiskussion einer erneuten Blüte. In dieser Zeit waren die Vorgesetztenbewertungen und andere Fragen zur direkten Arbeitszufriedenheit und -motivation, die der Humanisierung der Arbeitswelt dienen sollten, en vogue. Warum also heute noch einmal ein solches Instrument aus der "Mottenkiste der siebziger Jahre" herausholen und damit die Mitarbeiter malträtieren? Dies könnte ein kritischer Einwand zur vorlegten Untersuchung sein. Wir möchten deshalb vorab grob skizzieren, in welchem Umfeld Mitarbeiterbefragungen heute angesiedelt sind.
