While the engagement of Chinese migrants in small-scale mining in Ghana has gained traction in scholarship, the extant literature pays little attention to how the relationship between the so-called formal institutions (e.g., the Minerals Commission and Ministry of Land and Natural Resources) and informal institutions (e.g., the chieftaincy and customary land institutions) enables illegalities in the mining industry. This paper addresses this gap in the literature, focusing on the relationship between formal state and informal customary land institutions in the small-scale mining sector. Using an institutional analytical framework, we argue that the increasing involvement of the Chinese in small-scale mining in Ghana is an expression of a bigger and deep-seated problem characterized largely by uncoordinated interactions between key state and customary institutions. This, we suggest, creates parallel operations of formal and informal systems that promote different levels of agency and maneuvering among actors-breeding uncertainty, bureaucratic logjams, and illegalities in the mining industry. Based on our findings, we recommend that a more efficient coordination between the relevant state and traditional land governing institutions could curb the proliferation of illegal mining activities, and in particular, those involving Chinese migrants. As part of the conclusion, we suggest that future empirical research be conducted to explore the interactions between formal and informal institutions and how they affect mining activities.
Elections in fledgling democracies are punctuated by perceived and observed cases of vote buying otherwise also called electoral clientelism-regarded as a major threat to democratic consolidation. Notions of vote buying are variously captured in the burgeoning literature on democracy, but the ongoing scholarly discussions have failed to engage some growing contemporary trends that also contribute significantly to sustaining the culture of vote buying in intra-party, local and national elections. In our analysis of recent intra-party elections in Ghana, we argue that vote buying has become more complex and more pronounced-and the proliferation of the phenomenon is aided by student campus politics (particularly at the various tertiary institutions), which directly feed into national politics. Following this stance, the article concludes with a recommendation that further empirical research be conducted by scholars and policymakers to fully examine the reinforcing role of campus politics in electoral clientelism during intra-party elections and, by extension, national elections.
Climate change, migration, and conflict have been featured prominently in academic and policy literature. While Africa remains the major reference point, studies on key conflict hotspots fail to adequately examine empirical demonstrations of how climate change forces migration, and consequently major conflicts. Drawing on semi‐structured interviews, focus group discussions, and employing the scarcity theory in a study of Agogo (Ghana), we illustrate how regional and local climate/environmental variability and scarcity trigger and sustain migration and farmer–herder conflicts. The findings offer insights into how other non‐climatic and ecological conditions reinforce the so‐called climate‐induced conflicts, exposing the limitations of the scarcity‐theory. Importantly, this study has provided an illustrative argument centered around the contextual dynamics of the nexus between climate change and farmer–herder conflict in Agogo to contribute to national, regional, and continental discussion on this critical topic.
Pastoralist conflicts are important global development outcomes, especially in Africa. Analysing relevant literature on this phenomenon, we identify “institutions” as a key but fragmented theme. This blurs a composite understanding of how institutions affect these conflicts and their management. Hence, this article proposes a conceptual framework that brings harmony to this discourse by analysing 172 relevant publications. The framework was then tested using evidence from interviews and policy documents collected on a typical case in Agogo, Ghana. The findings show that pastoralist conflicts in Africa are shaped from three main dimensions: institutional change, institutional pluralism, and institutional meanings. Thus, state-level institutional changes create different institutions at the community level, and stakeholders using these institutions place different evaluations on them based on obtained outcomes. These dynamics contribute to conflict management dilemmas. Hence, the study recommends that intervention efforts examine whether new institutions contradict existing ones and to resolve them before implementation.
