Resumo Este estudo parte do pressuposto que a teoria da democracia deliberativa de Evans (2003) dialoga com a prática do planejamento urbano participativo e da gestão democrática das cidades preconizados pelo Estatuto da Cidade, que tem no Plano Diretor Participativo o principal instrumento de desenvolvimento urbano nos municípios. Neste sentido, este artigo busca apresentar, à luz da democracia deliberativa, como se deram os processos de planejamento urbano participativo e gestão democrática em Palmas, na elaboração, aprovação e implantação do Plano Diretor Participativo de Palmas (TO). Metodologicamente, foram realizadas pesquisas bibliográfica e documental, que colocaram em diálogo o conceito de democracia deliberativa e as determinações do Estatuto da Cidade quanto ao planejamento urbano participativo e da gestão democrática. Foram analisados os documentos de elaboração do Plano Diretor Participativo de Palmas (PDPP), o documento de análise do Lei Complementar nº 155/2007 realizada pelo Instituto Municipal de Planejamento Urbano de Palmas (IMPUP) e outras leis municipais. Deste modo, foi possível concluir que a metodologia de elaboração do PDPP se enquadrou em uma prática de planejamento urbano participativa, concebendo instituições de democracia deliberativa por meio das reuniões e audiências públicas. No entanto os espaços de gestão democrática não se consolidaram, inviabilizando uma governança fortalecida pela participação.
Este artigo tem como objetivo analisar o processo de produção do espaço urbano no distrito de Luzimangues, no município de Porto Nacional, do estado do Tocantins. O distrito, distante apenas 8 quilômetros da capital Palmas, vem demostrando ser alvo de intensa atividade de parcelamento do solo urbano. O recorte temporal desse trabalho vai até o ano de 2014. Neste período, buscou-se compreender o processo de construção da área urbana do distrito e o espaço urbano produzido comoresultado. Dentre os procedimentos metodológicos utilizados, tem-se a pesquisa bibliográfica para a seleção dos critérios de análise de temas como os agentes e o processo de produção do espaço urbano no Brasil e seus reflexos socioespaciais. O levantamento de campo, a pesquisa documental e a análisedas legislações existentes serviram para compreender o histórico de construção do distrito, bem como o espaço urbano. Concluiu-se que o distrito de Luzimangues se encontra na lógica da produção capitalista do espaço urbano, sendo reforçado pelo processo de financeirização da habitação no Brasil, principalmente após o Programa Minha Casa MinhaVida. Os proprietários fundiários e os promotores imobiliários foram os principais agentes no processo de produção do espaço urbano segregado e especulado até o ano de 2014.
Este artigo tem como objetivo analisar a construção do diagnóstico do Plano de Ação Palmas Sustentável 2015. Metodologicamente, realizou-se pesquisa bibliográfica, documental e análise do conteúdo do documento final elaborado pelo Instituto Pólis, pelo Banco Interamericano de Desenvolvimento e pela Prefeitura Municipal de Palmas. O trabalho buscou compreender as características da Iniciativa Cidades Emergentes e Sustentáveis (ICES), a finalidade da inclusão de Palmas na ICES e a metodologia de trabalho; ainda examinou, no decorrer do documento, os dados apresentados sobre a realidade urbana de Palmas e as prioridades de ação. Os pressupostos teóricos acerca do entendimento de desenvolvimento em sua abordagem socioespacial urbana e da justiça social serviram como instrumentos para as análises realizadas. Pode-se observar que a visão de desenvolvimento do Plano de Ação Palmas Sustentável 2015 não considera a justiça social em suas três dimensões como ponto de partida para seu processo de planejamento.
Este artigo tem como objetivo analisar as complexidades e limitações enfrentadas na implementação do Plano Diretor Participativo de Palmas (2007) para viabilizar uma mudança institucional. Para tanto, utilizou-se o arcabouço teórico do novo institucionalismo, que se mostrou útil para compreensão da Política Urbana no Brasil após a Constituição Federal de 1988, como instituição. Assim foi possível utilizar a teoria geral da mudança institucional (TANG, 2011) como metodologia para analisar o Plano Diretor Participativo de Palmas (2007-2018) sob uma nova lente. Concluiu-se que, considerando as cinco fases da mudança institucional e o objetivo de garantir o cumprimento da função social da cidade e da propriedade urbana, o Plano Diretor Participativo de Palmas (2007) não foi instrumento suficiente para viabilizar uma mudança institucional na política urbana de Palmas. Nas duas últimas fases, a 4 de definição ou configuração das regras, compreendida pela aprovação da lei do Plano Diretor na Câmara Municipal e a 5 de legitimação, estabilização e reprodução da política, que é caracterizada pela implantação do Plano Diretor e Gestão Democrática, não foram completadas. Os obstáculos a mudança institucional se mostraram mais fortes em influenciar a condução destas etapas, mesmo com o avanço das regras formais instituídas por meio dos instrumentos urbanísticos e do sistema de planejamento e gestão urbanos do Estatuto da Cidade e do Plano Diretor Participativo de Palmas (2007).
