This article is a contribution to studies of collective action and human rights mobilization. Two paradigmatic conjunctures in human rights advocacy in Mexico are analyzed and compared using the methodological proposal of cycles of mobilization, arguing that national NGOs have been key players in collective action to generate dynamics of pressure on governments, obliging them to introduce changes in institutional dynamics and socializing human rights discourse to facilitate its appropriation by broad social groups.
Este artículo analiza el activismo legal transnacional en defensa de los derechos humanos que las organizaciones no gubernamentales realizan en Colombia y México. A partir de una metodología comparada argumentamos que las estrategias de articulación y coordinación de los actores colectivos en el plano nacional representan un factor determinante para el éxito en la presión transnacional en materia de derechos humanos; hemos identificado dos patrones de actuación diferenciada: una estrategia de concentración-coordinación de demandas en el caso colombiano, y una estrategia de segmentación-fragmentación de las demandas en el caso mexicano.
La minería es una actividad cada vez más importante de analizar, tanto por sus impactos ambientales como sociales. Sin embargo, la información sobre el despliegue territorial de esta actividad no es de dominio público. En respuesta a este pro- blema, en el trabajo presentamos la cartografía completa sobre minería metálica en México. Gracias al uso de Sistemas de Información Geográfica se logró la realiza- ción de un Atlas, en el cual se muestra el despliegue espacial de esta actividad a lo largo del territorio nacional. Presentamos principalmente la relación de proyectos y concesiones mineras con zonas importantes para el recurso hídrico, bajo alguna categoría de protección ambiental y territorios indígenas.
El presente artículo plantea una reflexión crítica en torno a los estudios comparados sobre la calidad de la democracia en América Latina y la forma como es introducida y medida la variable de rendición social de cuentas (accountability social). Partiendo de una exposición comparada de los diferentes índices de calidad en el continente, señalamos laimportancia que tiene una definición ampliada donde se involucre la participación social, en tanto los datos disponibles muestran que la percepción sobre corrupción y abuso del poder deterioran el respaldo mismo hacia la democracia. Finalmente, señalamos una crítica tanto conceptual como metodológica a la forma como se reduce la participación social a un indicador de “asociacionismo”, dejando de lado dimensiones como la judicialización de la política, los escándalos mediáticos, las intermediaciones institucionales y las protestas callejeras, las cuales retomamos de los estudios especializados sobre la accountability social.
