RESUMOCom a institucionalização da participação em saúde, através de conferências e conselhos gestores paritários nos níveis nacional, estadual, municipal e local, desencadeia-se um processo de democratização na área da saúde. Entretanto, especificamente em se tratando dos conselhos há ainda muito a aprimorar; sendo a qualidade do processo decisório um destes aspectos. O presente escrito objetiva situar teoricamente o processo decisório em termos de democracia participativa, elementos que o compõem, fatores que interferem em seu desenvolvimento e, finalmente, explora algumas possibilidades do referencial para analisar as práticas conselhistas. Espera-se contribuir para as análises que sejam realizadas neste âmbito com o intuito de fomentar um processo decisório mais participativo. ABSTRACT With the institutionalization of participation in health, through conferences and management councils at national, state, municipal and local levels, a process of democratization is initiated in the health area. However, in relation to the health councils in particular, there is still much to be done, including improving the quality of the decision-makeing process. This work aims to place the decision-making process in its theoretical context in terms of partipatory democracy, elements which make up, factors which influence its development, and finally, to explore some possibilities of this theoretical basis to analyze the practices of the health councils in the area of health. It is hoped that it will make a theoretical contribution to the analyses carried out in this area, in order to provide a decision-making process that is more inclusive in terms of participation.Descriptors: Comsumer participation; Health councils; Health manager.
