Interdisciplinarity, as one of the key concepts for the consolidation of public policies in the area of health, was focused on the perspective of the professionals who are faced with the challenge of putting it into practice. Understanding interdisciplinarity as a competence resulting from a range of knowledge, skills and attitudes, it was organized in the form of a tree diagram. This diagram was initially submitted for evaluation by a group of twenty-one judges, and subsequently, by a sample of one hundred and forty-five health professionals. The results show a consistency between the researcher's proposal and the evaluation of the participating subjects, since on a scale of zero to ten, the final level of performance was over nine. The space provided for statements by the subjects resulted in the addition of important categories, enriching the study as a whole.
Ainda que costumemos acreditar que participação implica necessariamente em diálogo, a prática concreta nos mostra que seus caminhos podem ser divergentes. Neste estudo, realizado em um Conselho de Saúde de um município catarinense foram analisados, a partir de 39 atas de reuniões, os mecanismos e estratégias discursivas que aparecem como "obstrutores" do diálogo, que como constatamos, permanece ausente apesar de se tratar de uma instância participativa. Dentre essas estratégias foram isoladas algumas expressões que Umberto Eco chamou de "hipercodificações", cuja função no conselho parece ser a de fechar qualquer debate. As hipercodificações encontradas foram expressões do jargão técnico, administrativo e político. Mediante essas estratégias discursivas utilizadas, observamos que a linguagem é usada como um ardil que fecha as possibilidades de interlocução democrática, truncando o diálogo. Desse modo, há pouca transitividade nos poderes dos diversos segmentos no conselho estudado, os quais acabam se concentrando principalmente no segmento governamental.
This qualitative study aimed to analyze the potential and limits of popular participation in local health councils through Paulo Freire's research itinerary. Eleven members of a local health council of a municipality in the state of Santa Catarina participated in this study. There were five culture circles and research revealed six themes: possibilities for the practice of citizenship; establishment of an educational space; intention to make decisions that represent the collective; lack of knowledge regarding the council's responsibilities; lack of community participation; and discredit. Results point to the need to understand the roles of the counselors and of the local health councils to strengthen actions of health promotion. Based on ideas and exchanges of experiences among the council participants, we noticed the creation of dialog zones and the understanding of the exercise of power, which strengthened dialog in these public spaces.
Este estudo qualitativo objetivou conhecer a concepção e a vivência de 27 trabalhadores da Estratégia Saúde da Família sobre educação em saúde. O desenvolvimento da problematização, como pensada por Paulo Freire, facilitou o trabalho grupal participativo. Neste recorte, foram discutidas duas das categorias: práticas educativas e seus enigmas; e (re) significando as práticas educativas. Os temas trazidos foram codificados, decodificados e desvelados criticamente, bem como expressas as dificuldades, possibilidades e expectativas da ação educativa. Os resultados revelaram as dificuldades dos sujeitos em diferentes aspectos do agir educativo em suas práticas e como são fortes os resquícios de uma prática bancária, preventiva e medicalizada. A reflexão que daí procedeu sensibilizou-os, o que demonstrou potencial para o desenvolvimento de práticas educativas transformadoras e a necessidade de uma educação permanente, a fim de ampliar suas habilidades dialógicas.
A criação de conselhos gestores a partir de 1988 suscitou diversas experiências participativas, embora ainda predominem práticas autoritárias que inviabilizam a participação e o empoderamento. O objetivo deste estudo foi mapear recursos para o empoderamento/participação, em quatro conselhos municipais gestores de Itajaí/SC: Saúde, Assistência Social, Segurança Alimentar e Nutricional e do Idoso. Foram colhidas informações junto aos conselhos e aplicados 53 questionários aos participantes. A maioria está na idade adulta, são mulheres, possuem alto grau de escolaridade e foi indicada para o conselho sem eleição; metade recebe entre 1-5 salários mínimos e outra, entre 6-10 ou mais; um terço refere algum tipo de formação para atuar. O alto grau de escolaridade é recurso positivo, porém, pode indicar que as entidades valorizam apenas a participação de pessoas preparadas, excluindo as camadas menos favorecidas. Isto associado ao fato de que a maioria não foi eleita sugere que os representantes podem ser pouco legítimos e representativos. Os achados nos fazem considerar que existem alguns recursos positivos, porém outros nem tanto e há questões que devem ser aprofundadas para buscar maior compreensão em relação à possibilidade de influírem na participação.
