Minority groups are more prone to worsen their personal and social vulnerabilities during the COVID-19 pandemic. This study aimed to identify factors associated with the highest COVID-19 vulnerability in the Brazilian sexual and gender minorities. This is a cross-sectional study based on 826 respondents of the Brazilian LGBT+ Health Survey, conducted online from August to November 2020. The COVID-19 vulnerability was based on a previous vulnerability index created by an LGBT+ institution, which comprises three dimensions (income, COVID-19 exposure, and health). The outcome was the highest score quartile. Statistical analysis was based on logistic regression models. The COVID-19 vulnerability was higher in heterosexual and other scarce sexual orientations (OR = 2.34; 95%CI: 1.01-9.20, vs. homosexual), cisgender men (OR = 3.52; 95%CI: 1.35-4.44, vs. cisgender women), and those aged ≥ 50 years (OR = 3.74; 95%CI: 1.24-11.25, vs. 18-29 years old). A negative association was found with complete graduate education (OR = 0.06; 95%CI: 0.02-0.22, vs. complete high school), being white (OR = 0.44; 95%CI: 0.23-0.83), and proper facemask use (OR = 0.31; 95%CI: 0.13-0.76). Except for proper facemask use, factors associated with higher COVID-19 vulnerability are structural determinate and suggest overlapping vulnerabilities, as described by the syndemic model. It guides strategies to deal with the pandemic, which includes a joint approach to the common epidemic that affects sexual and gender minorities, broadening the intersectoral approach to decrease inequalities.
O presente artigo tem por objetivo apresentar base empírica sobre os elementos que compõem a capacidade de aliança. Especificamente, procura entender as atividades da área de gestão do portfólio de alianças e sua relação com as outras áreas da organização. Para tanto, apoia-se nos pressupostos da literatura de capacidades dinâmicas, visão baseada em conhecimento, visão baseada em competências e a teoria do aprendizado organizacional. O método utilizado foi o estudo de caso, operacionalizado por meio de entrevistas semiestruturadas, análise de documentos e observação participante. Os resultados destacam a importância e o papel da área responsável pela gestão do portfólio de aliança. Além disso, complementa suas funções com a estrutura organizacional; oferece evidência empírica dessas funções e demonstra como o processo de gestão é efetivamente realizado nas diferentes fases que o compõem.
As redes são utilizadas cada vez mais para o alcance de bens públicos. Contudo, pouco se sabe sobre os elementos que compõem a sua governança. Nesse sentido, o presente artigo tem como objetivo discutir quais são as variáveis que compõem a governança das redes colaborativas; como elas interagem; e porque são relevantes. Os resultados apontam para um modelo analítico em que a governança é composta pelos antecedentes à formação das redes, pela existência de princípios compartilhados e operacionalizada pelos seus componentes processual, estrutural e relacional. OBJECTIVE To analyze the influence of four mechanisms of knowledge transfer (training, technical visits, expatriation, and standard operating procedures) on the different dimensions (potential and realized) of absorptive capacity in international technical cooperation.METHODS We examine the case of implementation of the Sociedade Moçambicana de Medicamentos. Data have been collected using semi-structured interviews (applied to 21 professionals of the Sociedade Moçambicana de Medicamentos, Farmanguinhos, FIOCRUZ, and Itamaraty) and official documents. The data of the interviews have been submitted to content analysis, using the software NVivo.RESULTS Training and technical visits directly influenced the acquisition and, partly, the assimilation of knowledge. Expatriation contributed with the transformation of this knowledge from the development and refinement of operational routines. Finally, the definition of standard operating procedures allowed the Mozambican technicians to be the actors of the transformation of the knowledge previously acquired and assimilated and, at the same time, it laid the foundations for a future exploration of the knowledge.CONCLUSIONS Training and technical visits mainly influence the potential absorptive capacity, while expatriation and standard operating procedures most directly affect the realized absorptive capacity.
Some theorists argue that collaborative networks are self-regulated structures, and their coordination strategy must be essentially horizontal and shaded by a “hierarchy.” In contrast, others assume that structuring of coordination processes and the establishment of roles is considered to be necessary to achieve the desired results that hierarchise relationships between different actors. Based on this apparent counterpoint, this article is dedicated to understanding the coordination structure of The Colour of Culture (A Cor da Cultura - ACDC) network. Specifically, we are guided by these questions: Can ACDC be characterised as a self-regulated network or as a hierarchical arrangement? What are the functions/dysfunctions of the network’s coordination elements on the ACDC network? The operationalisation of the research relied on the use of primary and secondary data: coded, categorised, and classified using the thematic content analysis technique. The results of the case study indicate how the coordination instruments adopted led some to view the ACDC network as a hierarchical arrangement. However, there are indications that it was the adoption of these instruments that facilitated the achievement of these results. That is, the case demonstrates the possibility of coexistence between a network and hierarchical coordination mechanisms.
