Resumo A crescente difusão de configurações coletivas de trabalho no atual ambiente organizacional não tem apresentado contrapartida na produção científica sobre o tema (BOREHAM, 2011). Paradoxalmente, porém, alguns campos do debate sobre organizações destacam o papel dos coletivos de trabalho, como é o caso da literatura sobre Rotinas Organizacionais - RO - (NELSON e WINTER, 2005; PENTLAND e FELDMAN, 2005). A questão que mobiliza esta investigação explora a relação entre esses dois temas: a dinâmica das rotinas orçamentárias corporativas pode constituir um espaço adequado para a formação e o desenvolvimento de competências coletivas? O objetivo é examinar a elaboração de orçamentos corporativos, com base na abordagem de rotina organizacional, a fim de identificar evidências de coletivos de trabalho e da formação de atributos e competências coletivas. Essas respostas transitam por uma investigação qualitativa e fenomenográfica que apontou quatro categorias descritivas da configuração coletiva do trabalho: Comprometimento com a Entrega, Reconfiguração das Rotinas, Disponibilização Compartilhada e Construção de Redes de Relacionamento. De entre as contribuições da pesquisa, destaque para: o potencial da teoria das RO como referência a análise de processos corporativos; identificação de processos capazes de contribuir na gestão de coletivos de trabalho; e o emprego do método fenomenográfico como alternativa para apropriar fenômenos organizacionais de natureza pouco tangíveis.
Purpose This paper aims to propose the phenomenography as an approach that may contribute to the organizational studies based on the practice perspective, considering that it analyzes the phenomenon through the practitioner’s view and experience. Design/methodology/approach It is a theoretical essay about phenomenography as a theoretical-methodological perspective, considering its concept, its relation with practice theories and how its theoretical-methodological approach is capable of bringing a new perspective over the organizations, in the practice perspective. Findings The phenomenographic method, together with the practice perspective, enables mapping, identifying, describing and relating all the different ways by which an organization, in each one of its structuring dimensions, is effectively experienced. It argues that aspects such as the phenomenographic interview, the second-order perspective, the collective conceptions stated in the outcome space and their relations, the complexity of hierarchy and the abductive theorization about the emerging concepts of collective perceptions form, all together, an alternative and promising theoretical approach to analyze the entanglement between action and the material dimension that constitutes the organizational practices. Practical implications The phenomenographic outcome space may become a catalyst of a theorization about practices, which is capable to modify them or modify the way they are understood. Originality/value It discusses the possibility of phenomenography to theorize from the agents’ collective consciousness.

The boundaries of budgeting routines: the truce (re)construction on dinamic routines. Rio de Janeiro, 2020. 193p.
Purpose This study aims to contribute to routine dynamics literature and organization process practices. The main objective is to identify different ways organizational members (re)construct truces at the boundaries of budgeting routines where (re)plannings face scarce resources and, consequently, require modifications in routines. Design/methodology/approach The research adopted the phenomenographic theoretical-methodological approach to investigate from a process perspective. Twenty-two professionals from 17 companies were interviewed about their experiences with budgeting. Three conceptions and six explanatory dimensions were organized systematically on a conceptual map, which provided insights for three new propositions. Findings Three conceptions about truce (re)construction were found: “authority subjection” denotes an obedient behavior toward centralized orders for budget cuttings; “prudent assimilation” explains how some specific routines are preserved from resource reduction; and “participatory interactions” stand for exhaustive and participative efforts for negotiations beyond routine frontiers. Three theoretical propositions are also presented: “awareness of systemic complexity” may strengthen arguments for negotiations; “team’s collective configuration of relationship networks” reinforces collective attributes; and “social-based learning” may be developed through truce (re)construction. Research limitations/implications Jorgüen Sandberg, who brought the phenomenographic approach to Organization Studies in 2000, stances that it is not assured that conceptions cover all varied forms of the phenomenon. Practical implications Implementing these findings in organizations may improve commitment to ecology of routines and decentralized decisions with a sense of responsibility for financial plans. Social implications This study encourages transparency and ideas for cost-efficient resource use. Originality/value This study provides advance knowledge about truce in routines while encompassing its ecology.
Resumo: Neste trabalho pesquisaram-se as razões para variações nas rotinas organizacionais de compras de insumos químicos em um Instituto de Tecnologia e Inovação do Rio de Janeiro. Os dados coletados basearam-se em entrevistas com 18 pessoas, na análise de mais de 30 documentos, e em observações empíricas, no período entre agosto de 2015 e janeiro de 2016. Os resultados encontrados sugerem falta de integração, assim como o desalinhamento de interesses e de interpretações entre as áreas envolvidas: são mantidas formas de desempenhar rotinas organizacionais com estruturas, artefatos e fundamentos que podem estar inadequados ao contexto de compras de insumos químicos, que são utilizados em rotinas de análises e ensaios. Logo, apesar de ter havido a criação de novos padrões de ação mais adaptados ao contexto, que podem propiciar mais agilidade para as rotinas de compra, corroborando com a ideia do potencial generativo e da flexibilidade nas rotinas organizacionais preconizada pela teoria (Pentland & Feldman, 2005; Feldman, 2016), é possível observar que o andamento para a estabilização da nova rotina pode carecer de manifestações de trégua que possibilitem a revisão do uso dos artefatos nas rotinas. No presente trabalho também foram reveladas quatro categorias sobre os fatores motivadores das variações nas rotinas de compras, colaborando, assim, para o campo de estudo da Dinâmica das Rotinas (Routine Dynamics) e da ecologia das rotinas (Feldman, 2016; Howard-Grenville & Rerup, 2017), e, também, para o entendimento sobre o papel dos artefatos nas interações entre rotinas interdependentes e sobre a Trégua (Truce).Palavras-chave: Rotinas organizacionais. Processos institucionais.Changes on organizational routines on a Technology and Innovation Institute: suit to context and interests (re)alignment Abstract: This research sought to understand the motives driving the variations in organizational routines, within the context of chemical procurement for a Technology and Innovation Institute in Rio de Janeiro. This case study was based on 18 interviews and the analysis of more than 30 documents and empirical observations, in the period between August 24, 2015 and January 29, 2016. The results suggest a lack of integration and a misalignment of the interests and interpretations between the areas, thus incentivizing maintaining routines with structures, artifacts and bases inadequate for the context of chemical procurement, which are used in analysis and testing routines. Therefore, despite the creation of new standards of action that are better adapted to the context and can provide streamlining of procurement routines, consistent with the idea of flexibility of organizational routines advocated by the theory (Pentland & Feldman, 2005; Feldman, 2016), it is possible to observe that the progress towards the stabilization of the new routine may lack manifestations of truce that allow the revision of the use of the artifacts in the routines. The present work also revealed four categories on the motivating factors of the variations in the procurement routine, thus collaborating for the field of study of the Routine Dynamics and routines ecology (Feldman, 2016; Howard-Grenville & Rerup, 2017), with the understanding of the role of artifacts in the interactions between interdependent routines and about the Truce.Keywords: Organizational routines.
