En el marco del seguimiento de las elecciones legislativas celebradas en Marruecos el 7 de septiembre de 2007, llevado a cabo por el Observatorio Electoral del TEIM/UAM, se ha intentado hacer un seguimiento in situ , que pueda servir como estudio de caso, en algunas provincias claves a lo largo de la geografía del país. Una de ellas fue la provincia de Meknes. La elección de esta provincia se debió a varias razones. Porque Meknes es una de las ciudades imperiales más importantes de Marruecos, electoralmente hablando, ya que a lo largo de estos cincuenta años de independencia ha constituido una fuente inagotable que ha alimentado a la clase política marroquí con muchos políticos y muchos ministros. Esto la ha convertido en un feudo histórico de disputa electoral entre los grandes partidos, sobre todo la USFP, Istiqlal, PPS y RNI, a los que se ha sumado en los últimos 10 años el PJD. Y también, porque las dos circunscripciones que la componen están diseñadas de forma que su territorio ocupe a la vez zonas de medio urbano y zonas de medio rural.En estas precisas elecciones, la ciudad cobró mayor importancia debido a la expectación que creó la rivalidad en su gestión administrativa local entre el PJD, como partido ganador de las últimas elecciones municipales y Hasan Aurid, el ex portavoz de palacio y amigo de estudios del Rey Mohamed VI, como Uali gobernador de la ciudad.
