Many empirical studies have been conducted to analyse the relationship between public spending and economic growth. In the literature review for the analysis of this relationship, the studies are concentrated around Keynes and Wagner Hypothesis. Wagner argues that this relationship is from economic growth to public expenditures while Keynes argues that it is from public expenditures to economic growth. In this study, Keynes's hypothesis is examined through the use ofthe variables of economic growth, public expenditures, inflation and unemployment for some OECD member countries. The findings performed with the panel unit root and panel cointegration tests under the cross-sectional dependency in the analyses are as follows. The variables that make up the study are cointegrated among themselves. In the long-term analysis, a significant relationship was not obtained, which indicates that public expenditures and inflation affect economic growth. It is concluded that unemployment negatively affects economic growth. In the short run, it was found that both public expenditures and inflation positively affected economic growth, while unemployment had a negative effect. In the study, it is concluded that the Keynes Hypothesis is valid for DEU, CZE, GBR, HUN and SVK, but not valid for BEL, FIN and IRL.
Savunma sanayi tarafından ülke güvenliliği ile ilgili araç ve gereçlerin temini, bakım ve onarımı, yeni teknolojilerinin geliştirilmesi ve askeri personelle ilgili giderler savunma harcamalarını oluşturmaktadır. Toplumların güvenlik ve savunma ihtiyaçlarına paralel olarak savunma harcamalarının bütçe içindeki payı da artmaktadır. Savunma harcamalarında gözlemlenen bu artış eğilimi siyasi ve askeri olduğu kadar ekonomik büyüme, işsizlik ve enflasyon gibi makro-ekonomik değişkenlerle birlikte, kamu bütçe üzerinde önemli bir yük oluşturmaktadır. Çünkü artan savunma harcamaları topluma ağır bir vergi yükü veya bütçe açığı olarak geri dönmektedir. Bu çalışmada seçilmiş 22 OECD ülkesinin 2000-2017 yılı verileri kullanılarak savunma harcamalarının bütçe açıkları üzerindeki etkisi olup olmadığı Panel Veri Analizi yöntemi ile analiz edilmiştir. Modelde öncelikli olarak serilere ait durağanlık testi yapılmıştır. Yapılan analiz sonucunda seçilmiş OECD ülkelerinde savunma harcamalarının toplam kamu harcamaları içerisinde çok önemli bir paya sahip olduğu, savunma harcamalarındaki %1 düzeyindeki bir artışın, bütçe açıklarında yaklaşık %0.43 oranında artışa sebep olduğu sonucu elde edilmiştir. Bu sonuç, seçilmiş OECD ülkeleri için savunma harcamalarının kamu harcamaların reel artış sebeplerinden birisi olduğunu ortaya koymaktadır. Ayrıca bu çalışmanın, savunma harcamalarının literatürde yaygın olarak incelenen makroekonomik değişkenler üzerindeki etkilerden farklı olarak, bütçe açıkları üzerindeki etkilerini ortaya koyması açısından literatüre bir katkı sağlayacağı düşünülmektedir.
Although it is usually perceived as an issue associated with underdeveloped countries, the phenomenon of poverty continues to be a major problem for developed ones. For this reason, the fight against poverty is regarded as a task attributed to the state even in developed countries. This study aims to examine to what extent public social expenditures have an influence on poverty within the EU member states and in Turkey. By obtaining annual data from 2005 to 2019 for 23 countries, the variables of poverty risk, public social expenditures, public health expenditures, tax burden, and inflation rate have been included in the econometric model, and the model has been estimated by panel data analysis. According to the findings, there is a negative relationship between public social expenditures and poverty in EU countries and Turkey, in accordance with the literature. It has been determined that a 1-unit increase in social expenditures reduces the risk of poverty by 0.194 units. As a result, social expenditures can be used as an effective tool to cope with poverty, especially during pandemic periods such as
