Наличие противоречий экологических и экономических интересов, повышающих как экологические, так и экономические риски, является значительной угрозой национальной безопасности территорий. Целью данного исследования стало определение сущности конфликтов экологических и экономических интересов и рассмотрение методов их урегулирования на примере конфликтов в отношении полиэтилентерефталата (ПЭТ). ПЭТ был выбран в качестве основного объекта в связи с распространённостью и неурегулированностью связанных с ним эколого-экономических интересов в Российской Федерации. Теоретической базой работы являются труды отечественных и зарубежных специалистов. Был использован анализ нормативно-правовой базы, методы сравнительного анализа законодательства, прикладной статистики, кейс-стади. Также исследование опирается на данные, полученные с помощью методов экологического следа и оценки жизненного цикла. В статье рассмотрены теоретические основы возникновения и особенности конфликтов эколого-экономических интересов хозяйствующих субъектов, населения и государства. Выделены основные методы их моделирования и изучения. Проанализированы и сопоставлены с альтернативными материалами ключевые характеристики ПЭТ. Обоснована неэффективность существующих механизмов урегулирования конфликтов, связанных с ПЭТ. Предложены инструменты и институты успешного разрешения эколого-экономических конфликтов в отношении ПЭТ в Российской Федерации. На основании теоремы Портера показано, что следует совершенствовать институциональную среду для стимулирования и поддержания инновационной деятельности. Сделан вывод о необходимости дополнения равновесной модели такими институциональными характеристиками, которые сделают возможным достижение динамического равновесия. Результаты исследования расширяют теоретико-методологические работы по разрешению конфликтов интересов и на практике могут быть использованы государственными и муниципальными органами власти.
