This study measuring the responses of learners and functionaries to the adult literacy programs in India and Uttarakhnad an Indian state is taken as model case. In-depth unstructured interviews and participant-observation is used. Having studied extensively various reports, articles, journals and survey data it is pertinent to suggest an effective model of adult education that is executable, desirable, acceptable, functional, result oriented which can be monitored and tracked frequently. To address these requirements “Technologically Inclusive Adult Education (TIAE)” has been suggested.
This study is proposing Technology Inclusive Adult Education (TIAE) model of for adult literacy, proposed idea is based on effective outcomes of the existing Adult Literacy Programs (ALP), effectiveness has been measured through the response analysis of two key participants, one as a learner (those to whom this program is made for) and other as functionaries (those by whom this program is executed). An Indian sate Uttarakhand has been taken as a sample state for the study. Objective is to fulfil the gap of skill set acquired and skill set required by the learners through the help of technology, TIAE model of adult literacy program is suggested an effective model of adult education that is executable, desirable, acceptable, functional, result oriented which can be monitored and tracked frequently.

Aptitude is "a combination of characteristics indicative of an individual's capacity to acquire (with training) some specific knowledge skill, or a set of organized responses, such as the ability to speak a language, to become a musician, to do a mechanical work." The person's ability to pick up new knowledge or skills following training is determined by a mixture of traits and environment. Hence, aptitude is neither entirely genetic nor environmental. Certain aspects may be inborn, like playing musical instruments or precision in watchmaking, or other such skill sets can be improved through practice and training. People with the same intelligence may differ in their aptitude for different aspects.

Which indicates the importance of audio-visual equipment like tele media, recording media, computer etc. Thus, educational technology emphasizes the art of employing so-called hardware, innovative media, and machine industry methods for educational purposes. It has now become clear that the systematic way in which technology is used to achieve a purpose is as important as the use of technology. Today the software aspect of educational technology has reached an important point i.e. it is useful in molding behavioural practices or in other words useful for solving problems of promoting learning and motivation. The most widely known meaning of educational technology today is more special than the acquisition of its hardware or software.
