Prowadząc badania polityki publicznej w Polsce, powinno się nawiązywać do pojęć, kategorii analitycznych oraz teorii, które zaproponowano już w tym obszarze badawczym. Artykuł ma na celu przedstawienie przeglądu rozwoju teorii polityki publicznej w dłuższym okresie. Jako pierwsze zostały przedstawione podejścia typologiczne i stadialne. Teorie polityki publicznej zostały omówione jako dwa szersze zbiory przy uwzględnieniupodziału na paradygmaty – racjonalny oraz interpretatywny. Szczegółowo przedstawiono zastosowanie pierwszego z nich do zagadnienia definiowania wyboru rozwiązań problemów publicznych. Paradygmat interpretatywny opisano głównie w powiązaniu z argumentatywnym zwrotem oraz próbą połączenia podejścia racjonalistycznego i interpretatywnego w perspektywie racjonalnej dyskusji. Przegląd kończy przedstawienie kilku prób uporządkowania pola badawczego nauki o polityce publicznej za pomocą określenia listy pytań badawczych, obszarów badań, ram teoretyczno-metodologicznych oraz archetypów działalności analityków polityki publicznej.
Obszar teorii i badań, którego dotyczy artykuł, to wielopoziomowe rządzenie (multi--level governance). Celem artykułu jest wprowadzenie do nauki o polityce publicznejdwóch nowych pojęć: konkretyzacja celu oraz wielopoziomowa koordynacja celu.W badaniach ugruntowujących tę propozycję zastosowano podejście jakościowe. Miałyone charakter uczestniczący poprzez działanie (participative action resarch) w ramachpraktyki polityki (policy work, policy practice). Autor jako przedstawiciel jednej z sieciorganizacji pozarządowych brał aktywny udział w procesie realizacji Strategii Europa2020 w Polsce w latach 2012–2015. Zasadniczym instrumentem badania uczestniczącegobyły działania na rzecz modyfikacji celu dotyczącego ubóstwa, który został ustalony przezpolski rząd w roku 2011. Pozostałe dane pochodzą z analizy dokumentów i obserwacjiuczestniczącej. W ich wyniku możliwe było uzyskanie głębszego zrozumienia procesuwielopoziomowego rządzenia w jednym z obszarów i propozycja nowych kategorii analitycznych. W rezultacie badań wyróżniono kilka faz krajowej konkretyzacji celu oraz dwaokresy wielopoziomowej koordynacji. Zaproponowano nowe kierunki rozwoju badań.
Poland coped well with the worldwide economic crisis and refugee challenge. However, studies show that the crisis did in fact exist, and the state’s poor response to it was reflected in the citizens who bore its brunt. As for migration, polarised public discourse and the attitude of the government resulted in social tension, including extreme right-wing parties mobilising citizens around migration issues. In this chapter, using qualitative data from the TransSOL project, the authors answer the following question: How have crises and other changing circumstances affected organised solidarity in different social fields, namely unemployment, migration and disability? The chapter argues that, according to the theory of the economic recession’s impact on multidimensional solidarity due to the austerity measures, or the Polish government’s inaction, social solidarity did emerge, but in unforeseen ways and fields.
The article presents the results of a case study based on participant observation of a policy venue which was established in Poland as part of the implementation of the European Semester (ES) in 2012. The long period (2012-2022) and the rich material collected by the insider in the studied venue (as a representative of over 30 civil society organisations affiliated to EAPN Poland) provide a unique opportunity to gain insight into the participation of social actors in the coordination of economic and social policy in the European Union after 2010. The main research question addressed in the article is: why did social actors gain influence on the agenda of the policy venue, but not on national social policy? Social actors participating in the European Semester in Poland, despite strong and competent representation in the policy venue under consideration, and despite their collaboration with other stakeholders, did not directly influence national poverty reduction policies. However, they strongly influenced the agenda of the policy venue, establishing poverty as a permanent item in the agenda of the subsequent ES cycles 2014-2019. The explanation of this course of action is the institutional framework of the policy venue studied in this article, the policy advocacy strategy adopted by the social actors within it in 2013-2015 and the institutional events triggered by the pandemic in 2020-2022.
