Success in agenda setting through failure in policymaking: Exploring a new policy venue in the Polish European Semester 2012–2022

Abstract: The article presents the results of a case study based on participant observation of a policy venue which was established in Poland as part of the implementation of the European Semester (ES) in 2012.
