Technological developments in the industrial 4.0 revolution era have driven changes in the ways of work and use of resources in the digital era. Likewise, training mechanism, from conventional learning patterns to the network learning (online). Training and development in the government environment has discussed aggressively the concept of e-learning to provide new learning alternatives for trainees. This research used a qualitative-descriptive tried to evaluate the effectiveness of e-learning model in the Basic Training of Prospective Civil Servants. The results showed that the implementation of e-learning was effective enough to be used to increase participants' understanding of the training subjects. The quality and sustainability of the use of e-learning need to be improved so that it can effectively complement classical learning (blended learning). Mapping of efforts to optimize e-learning has also been identified starting from revamping the e-learning system/ application, learning facilitators, implementation time, and the need to adapt conventional learning elements. Begitu juga mekanisme pelatihan, dari pola pembelajaran konvensional secara klasikal ke pembelajaran dalam jaringan (daring). Pelatihan dan pengembangan di lingkungan pemerintahan sudah mulai gencar mengadopsi konsep pembelajaran e-learning guna memberikan alternatif pembelajaran baru bagi peserta pelatihan. Penelitian ini secara kualitatif-deskriptif mencoba mengevaluasi efektivitas penerapan model pembelajaran secara e-learning pada lingkup Pelatihan Dasar Calon Pegawai Negeri Sipil. Hasil studi ini mengindikasikan bahwa implementasi e-learning cukup efektif digunakan untuk meningkatkan pemahaman peserta terhadap mata pelatihan. Kualitas dan keberlangsungan penggunaan e-learning perlu ditingkatkan sehingga dapat secara efektif melengkapi pembelajaran klasikal (blended learning). Pemetaan terhadap upaya mengoptimalkan e-learning juga telah diidentifikasi mulai dari pembenahan sistem/aplikasi e-learning, fasilitator pembelajaran, waktu pelaksanaan, dan perlunya adaptasi unsur-unsur pembelajaran konvensional. Innovation is the key to improve organizational performance. The development presently requires the actualization of innovation culture as a continuous improvement in the organizations' services. This paper presents an overview of the application of innovation culture in public sector organizations namely Investment and Integrated Licensing Offices (DPMPTSP) of Samarinda City, as well as factors that influence the success of actualizing the culture of innovation in this organization. This research is a qualitative research with a descriptive approach. The application of an innovation culture in DPMPTSP of Samarinda City has been relatively optimal, as evidenced by the various achievements and awards that have been achieved. Afterwards, the factors that influence the success of the actualization of innovation culture in DPMPTSP of Samarinda City are mainly by visionary and innovative leadership, reliable human resources, high team collaboration, and budget support. In addition, it can also be analyzed that the innovation culture in this organization has relatively implemented a holistic model of innovation culture. Perkembangan zaman menuntut aktualisasi atas budaya inovasi sebagai perbaikan terus menerus atas pelayanan organisasi yang ada. Tulisan ini menyajikan gambaran mengenai penerapan budaya inovasi dalam organisasi sektor publik yakni DPMPTSP Kota Samarinda, serta faktor-faktor apa saja yang mempengaruhi keberhasilan aktualisasi budaya inovasi dalam organisasi tersebut. Penelitian ini merupakan penelitian kualitatif dengan pendekatan deskriptif. Hasil penelitian ini menunjukkan bahwa penerapan budaya inovasi di DPMPTSP Kota Samarinda relatif sudah berjalan optimal, terbukti dengan berbagai capaian dan penghargaan yang telah dihasilkan. Adapun faktor-faktor yang mempengaruhi keberhasilan aktualisasi budaya inovasi di DPMPTSP Kota Samarinda utamanya adalah kepemimpinan visioner dan inovatif, sumberdaya manusia yang handal, kerjasama tim yang tinggi, dan dukungan anggaran. This study aims to analyze to what extent the provision of the rights of special needs groups has been implemented and provide recommendations related to the additional infrastructure outside the regulation of the Ministry of State Apparatus Utilization and Bureaucratic Reform (PANRB) Number 17 of 2017. This study is vital since the government institutions still lack attention to fulfilling the rights of persons with disabilities. In accordance with the mandate of Law Number. 25 of 2009 concerning Public Services, public service providers are obliged to provide special facilities and infrastructure for special needs groups without any additional charge. The research method used in this research is descriptive qualitative by analyzing the existing literature (library research). Then data collection through field observations (observations), interviews, and other library sources. This study tries to look at the completeness of special facilities and infrastructure for people with special needs that are provided by recommending twenty-two standards for infrastructure intended for “people with special needs”. Some public service providers relatively have almost met the standards. However, there are also public service providers which still need to be encouraged to meet these standards. It is necessary to have the political will of regional leaders to prioritize the provision of facilities and infrastructure to support public services for people with special needs. Amid limited regional resources, prioritizing the stages of fulfilment (road map) of these special facilities needs to be prepared, and partnerships also collaborations with other strategic partners can be developed to help meet these special service standards. There are limitations in this research: only three public service providers are the locus of the study, including hospitals, the Department of Population and Civil Registration, and the Department of Investment and the One-Stop Service, so that it does not represent the condition of public services in a city. Abstrak Tujuan penelitian ini adalah untuk menganalisis sejauh mana pemenuhan hak-hak kelompok berkebutuhan khusus telah diimplementasikan dan memberikan rekomendasi terkait dengan sarana-prasarana tambahan di luar peraturan Kementerian PANRB Nomor 17 Tahun 2017. Penelitian ini penting untuk dilakukan karena masih kurangnya perhatian lembaga pemerintah dalam hal pemenuhan hak-hak penyandang disabilitas. Sesuai pasal 29 UU No. 25 Tahun 2009 bahwa penyelenggara pelayanan publik berkewajiban menyediakan sarana dan prasarana khusus bagi masyarakat berkebutuhan khusus tanpa pembebanan biaya tambahan. Metode penelitian yang digunakan dalam penelitian ini adalah kualitatif deskriptif. Pengumpulan data dilakukan melalui pengamatan lapangan, wawancara, dan sumber pustaka. Hasil penelitian menggambarkan kondisi sarana dan prasarana khusus bagi masyarakat berkebutuhan khusus yang disediakan dengan merekomendasikan dua puluh dua standar sarana prasarana bagi masyarakat berkebutuhan khusus. Beberapa penyedia pelayanan publik relatif sudah memenuhi sarana prasarana tersebut. Namun, juga terdapat penyedia layanan publik yang perlu didorong untuk memenuhi standar pelayanan khusus tersebut. Untuk memenuhi standar pelayanan bagi kelompok rentan, diperlukan political will pemimpin daerah untuk turut memprioritaskan penyediaan sarana dan prasarana penunjang pelayanan publik bagi masyarakat berkebutuhan khusus. Di tengah keterbatasan sumberdaya daerah, maka pengutamaan tahapan pemenuhan (road map) fasilitas khusus tersebut perlu disiapkan, serta pola-pola kemitraan dan kolaborasi dengan mitra strategis lainnya dapat dikembangkan untuk membantu memenuhi standar pelayanan khusus tersebut. Keterbatasan penelitian ini yaitu hanya mencakup tiga penyelenggara pelayanan publik, yang meliputi RSUD, Dinas Kependudukan dan Pencatatan Sipil dan Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu sehingga tidak menggambarkan kondisi pelayanan publik suatu daerah. Unqualified Opinion (WTP) is the audit opinion that will be issued if the financial statements are considered to provide information that is free from material misstatement. This opinion became the dream of all local governments and even become a major performance indicator for the Inspectorate area. Nevertheless, the acquisition of the WTP opinion is still found to be contradictory to the welfare conditions of the people. This study qualitatively seeks to examine the need for an examination of financial governance that also includes indicators of people’s welfare. The hermeneutic method is used to analyze the welfare audit discourse that needs to be carried out by BPK so that each rupiah of local government expenditure is beneficial for the improvement of people’s welfare as well as in harmony with the WTP opinion obtained. The results of the research indicate that BPK needs to include welfare audit in the process of local government financial audit from planning, implementation, to reporting activities that concretely support the achievement of public welfare. Thus, the philosophical management of state/ regional finances is used openly, responsibly, and as much as possible for the welfare of the people can be realized. From the internal side of local government, it is necessary to strengthen the internal control system, as well as strict supervision from the Inspectorate. Keywords: Society Welfare Audit, Hermeneutical, Unqualified Opinion, Government External Audit Abstrak Opini Wajar Tanpa Pengecualian (WTP) adalah opini audit yang akan diterbitkan jika laporan keuangan pemerintah dianggap memberikan informasi yang bebas dari salah saji material. Opini ini menjadi idaman seluruh Pemerintah Daerah bahkan menjadi indikator kinerja utama bagi Inspektorat daerahnya. Namun demikian, perolehan opini WTP tersebut masih ditemukan berkontradiksi dengan kondisi kesejahteraan rakyat. Penelitian ini secara kualitatif berupaya mendalami perlunya pemeriksaan tata kelola keuangan yang juga mengikutsertakan indikator kesejahteraan rakyat.Metode hermeneutik digunakan untuk menganalisis wacana audit kesejahteraan yang perlu dilaksanakan oleh BPK agar setiap rupiah belanja pemerintah daerah bermanfaat bagi peningkatan kesejahteraan rakyat serta selaras dengan opini WTP yang diperoleh. Hasil penelitian menunjukan pemaknaan bahwa BPK perlu memasukkan audit kesejahteraan dalam proses pemeriksaan keuangan pemerintah daerah mulai dari kegiatan perencanaan, pelaksanaan, hingga pada pelaporan yang secara konkrit mendukung pencapaian kesejahteraan masyarakat. Dengan demikian, filosofis pengelolaan keuangan negara/ daerah dipergunakan secara terbuka, bertanggung jawab, dan sebesar-besarnya untuk kemakmuran rakyat dapat diwujudkan. Dari sisi internal pemerintah daerah, diperlukan penguatan atas sistem pengendalian internal, serta pengawasan yang ketat dari Inspektorat. Transformation the implementation of innovative local government starting from Entrepreneurial Leadership (EL). Therefore, it is important to examine the implementation of EL model as a locomotive regional change in Indonesia. This study aims to determine the success factors for the application of EL in overcoming the problems faced by local governments, namely: poverty, inequality, and unemployment. The research locus is in Kulon Progo Regency (western Indonesia), and Bantaeng Regency (Eastern Indonesia). Descriptive qualitative research methods are used, and to obtain more data & information by visiting the two regions. To be more comprehensive and to achieve a valid degree of the data, in-depth interviews and data cross-checking are not only from local government elements, but also involving the community, NGO's, and the private sector. The results showed that the focuses of EL application model in Kulon Progo Regency are ideological visionary; quickly mastered the problem; focus on opportunities, and; encouraging new ideas. On the other side, the EL model in Bantaeng Regency focuses on controlling synergy; clear vision; high supervision and appreciation; and dare to take the risks. The difference in the dominance of EL characters is derived from the different conditions and situations in the two regions.
