В статье рассматриваются аспекты развития межрегионального сотрудничества Республики Беларусь и Российской Федерации в сферах торговли, инвестиций, производственной кооперации, образования, науки, культуры, медицины и туризма в контексте построения единого экономического пространства. Исходя из анализа опыта субъектов РФ и областей Республики Беларусь, выделяются основные проблемы подобного сотрудничества. В частности, показано, что в рамках Союзного государства контакты и расширение сотрудничества среди регионов сопряжены с трудностями федеративного и унитарного устройства государств, что обуславливает необходимость повышения роли наднациональных институтов и механизмов в определении межрегиональной политики. Определено, что существующие связи имеют широкую географическую распространенность. Выявленные перспективы развития межрегионального сотрудничества могут быть использованы в работе законодательных и исполнительных органов Союзного государства, в деятельности региональных властных структур обеих стран.

Abstract-The article provides mathematical models to forecast the dynamics of price changing of residential property in Kazan. Verification of models was performed and results of the comparative analysis of prices in the secondary market of residential property in Kazan and other major cities of the Volga federal district were obtained. In this article, authors research the possibility of modelling (including with using the Fischer-Pry model) in forecasting the dynamics of prices in the primary and the secondary market of housing of Kazan, upon the influence of the external factors on the dynamics of prices of residential property. The issues of the system analysis of the real estate market, the methodology of investment analysis, as well as statistical monitoring and modeling of the real estate market, are being studied. The paper examines the factors that have a significant impact on the demand for housing and consequently on the dynamics of price changes.

The university funding programs focused on regional economic development and “smart specialization” goals are focused on “discovering entrepreneurial potential”, which employs the instrument of a structured dialogue among four key actors in the innovation process: public authorities, business structures, research organizations, and representatives of the civil society. The authors analyze the relationship between the results of the activities of national research universities (NRUs) in Russia and the dynamics of innovation-driven growth of the regions in which they are located, based on their methods. The purpose of the study is to search for new tools for interaction between universities and actors of regional innovation-driven growth.

The article examines the genesis of the human capital system through the prism of the formation of a system of personal responsibility for committed acts. It is shown that responsibility in the law of early civilizations and up to the Middle ages proportionally reflected the value of a person as a person.
