En esta edición de la revista PALOBRA, Palabra que Obra, aspiramos a continuar con el proceso de indexación a sistemas de información internacional, y seguir manteniendo la calidad editorial que dé cuenta de nuestro compromiso en la popularización de conocimiento científico de autores nacionales e internacionales. Para esta decimonovena edición, se recepcionaron 82 artículos, dentro de los cuales luego de su evaluación externa bajo la modalidad doble ciego por pares académicos reconocidos, se seleccionaron con rigurosidad 40, distribuidos así: 21 artículos para el Número uno (N°1) y 19 para el Número 2 (N°2) del volumen 19. El Volumen 19 - Número 2 cuenta con 7 de investigación científica y tecnológica y 12 de reflexión, relacionados con categorías de análisis de diversas temáticas del área de las ciencias sociales interdisciplinar: 1. Construcción de paz y derechos humanos, 2. Género, 3. Trabajo Social, 4 Comunicación Social, 5. Migraciones, 6. Educación, Currículo y Practicas pedagógicas y 7. Construcción y practicas sociocultural.
En el año 2020 la Revista Palobra, palabra que Obra, celebra su vigésimo aniversario, iniciando este viaje con su primera publicación en el año 2000, desde ese momento la revista ha divulgado y popularizado conocimiento científico generado por investigadores en el área de las ciencias sociales. Durante su recorrido ha publicado artículos, documentos, ensayos, reseñas y notas que han visibilizado los cambios y las dinámicas sociales, económicas, políticas y ambientales presentes en el contexto local, regional, nacional e internacional. Palobra, no sólo pasó de ser una revista de colegas de la Facultad de Ciencias Sociales y Educación, a una revista de Universidad con un posicionamiento nacional e internacional, sino que, a partir de la edición 19, comenzó un nuevo andar hacia la semestralidad, lo que se ha traducido en la publicación de dos números por cada edición. Este cambio ha venido de la mano de muchos desafíos para el equipo editorial a fin de mantener la calidad de nuestras publicaciones que siempre nos ha caracterizado.
El objetivo de la investigación fue identificar formas poco conocidas de ver, usar, entender y apropiar la ciudad que tienen sus habitantes, indagando acerca de las representaciones sociales sobre la Cartagena contemporánea, que cada uno ha construido en su interacción con ella. Desde esa perspectiva, el proyecto de investigación permitió descubrir qué piensa la gente de la ciudad, qué significa para ella, qué valor le dan como espacio de vida, para, a partir de ello, perfilar propuestas que apoyen la recuperación y fortalecimiento de procesos colectivos que la resignifiquen, en beneficio de propios y extraños. La investigación de tipo cualitativo, desde la perspectiva etnográfica, accedió al estudio de aspectos de la cultura de grupos humanos que conviven en esta ciudad. Además, permitió que concurrieran “sintonías” convenientes para investigadores sociales, planificadores y administradores de la ciudad, convergencia fundamental para la formulación de planes sociales que impulsen el desarrollo sociocultural de la ciudad, que tengan respaldo en expectativas, conocimientos, prácticas sociales e intereses de sus habitantes. Las técnicas usadas en la recolección de información fueron: Entrevista semiestructurada y Observación recurrente.
Este artículo tiene como propósito develar las percepciones que construyen los habitantes de los municipios de Arjona, Turbaco, El Carmen De Bolívar y Magangué, del departamento de Bolívar, sobre los efectos económicos, sociales y ambientales de la dinámica del oficio de mototaxismo, así como la efectividad de las acciones llevadas a cabo por las autoridades municipales y departamentales para su control. La estrategia metodológica empleada fue de corte cualitativo, a fin de visibilizar las voces de los actores locales que interactúan y se relacionan con el territorio en su cotidianidad. Para ello se desarrollaron entrevistas semi-estructuradas, dirigidas a usuarios y no usuarios del servicio de mototaxis y transportadores públicos y privados, así como grupos focales, conformados por funcionarios públicos de las alcaldías municipales. Los resultados muestran que, si bien el oficio de mototaxismo ha facilitado la movilidad tanto de las personas como de la mercancía de productores y comerciantes locales (formales e informales), ha generado conflictos sobre quién o quienes pueden transportar personas y mercancías, dada la legitimación de un oficio informal e ilegal que genera consecuencias al servicio de transporte legal. El oficio también ha traído consigo efectos ambientales, reflejados en la calidad del aire, conservación del suelo rural, el atractivo visual del municipio y la audición de la población. Respecto a las medidas de regulación de oficio del mototaxismo, se infiere un bajo conocimiento de ellas. Quienes indican conocerlas, consideran son poco efectivas, puesto que son transitorias y, en algunos casos, carecen de planificación.
