This paper is part of a research study undertaken with Portuguese teachers. The main objective is to understand the impact of recent educational legislation on the quality of teaching and the professional development of teachers. In this context the following research questions were formulated: 'Do the education policies of the government encourage teacher development?', 'Will opportunities for teacher development be created in schools?', 'Will the goal of improving the quality of teaching be achieved in education contexts sustained by teaching malaise?' This paper seeks to explain the perceptions of elementary school teachers recounted in written and oral biographical narratives and in three discussion groups set up for the purpose. The professional experiences recounted by the teachers suggest outcomes different from those foreseen by educational policymakers, thus emphasising the weaknesses and inapplicability of the core objectives established by recent Portuguese legislation.
RESUMOO texto que propomos parte de uma pesquisa longitudinal, realizada em Portugal entre 2008 e 2010, com professores do 1º Ciclo do Ensino Básico. Procura evidenciar os conflitos e incertezas que a avaliação do desempenho docente tem produzido e a busca de sentido(s) para esta avaliação e para o 'ser professor/a'. A implementação de sistemas de avaliação do desempenho dos professores insere-se na procura de soluções para esta inquietação. Foi o que aconteceu em Portugal, em Janeiro de 2007, com a publicação em Diário da República do novo Estatuto da Carreira Docente e o Decreto que regulamentava a Avaliação do Desempenho Docente. As tensões emergiram entre docentes e Ministério da Educação, agudizaram-se com a tomada de consciência da problemática da avaliação do desempenho dos docentes com impacto na carreira profissional e provocaram incertezas e desmotivação face ao sentido do trabalho docente com impacto na identidade profissional dos professores. In communities of practice and collaborative learning the participants join forces spontaneously not only with the objective of sharing common interests but essentially to talk about their activities and work in a collaborative way concerning practices that boost their learning and benefit their professional performance. The transformation of the knowledge society and the different needs of citizens create new and diverse challenges for governments and schools, which demand ever more complex and rigorous responses that plan for both quality and equity in education. ResumoO desempenho profissional docente tem grande relevância no que concerne a questões relativas à melhoria do sistema educativo e do sucesso escolar. Neste sentido, é importante a aprendizagem contínua dos professores e a criação de oportunidades de aprendizagem profissional em contexto de trabalho sob abordagem colaborativa, potenciando relações, conhecimentos e competências. No estudo realizado, através de uma metodologia qualitativa, foram aplicadas nove entrevistas a professores e elementos da direção de um agrupamento de escolas do norte de Portugal, que posteriormente foram sujeitas a análise de conteúdo. Os resultados revelam que existem iniciativas facilitadoras da aprendizagem colaborativa e fatores que dificultam o seu desenvolvimento no contexto escolar. AbstractTeacher professional performance is very important, as it concerns questions related to the improvement of the educational system and school success. In this sense, it is important to initiate the continuing learning of teachers and the creation of opportunities for professional learning in their working context by means of collaborative learning and the strengthening of relationships, knowledge and competencies. In the study carried out using a qualitative methodology nine interviews were conducted with teachers and members of the directorate of a group of schools in the north of Portugal, which later on were subjected to content analysis. The results of this analysis revealed that there were initiatives that facilitated collaborative learning and also factors that made it difficult for its development in the school context. The educational and curricular policies of the last two decades reflect attention to the quality of teaching by associating it with educational success, the improvement of student learning and the professional development of teachers. In this article we present some of the results of an investigation carried out with Portuguese teachers from the first cycle of basic education, who had, as their main objective, the understanding of the impact of educational and curricular policies on the development and identity of teachers, as well on the quality of teaching. We took as references various legal documents, especially the new Statute for a Teaching Career (STC) and the Evaluation of Teacher Performance (ETP) and other programs implemented by the Portuguese Ministry of Education. This longitudinal study was carried out over three years and it adopted a methodology of both a qualitative and quantitative nature, which permitted us to understand the perceptions of teachers of the first cycle of basic education using: 1) written and oral biographical narratives; 2) discussion groups formed specially for the purpose; and 3) replies from 249 questionnaires returned by teachers of this cycle. In this text we will report the results of analyzing the replies from the questionnaires and the statistical analysis made with the Chi-squared Test and the T-Test, which corroborate other studies carried out, particularly at an international level and which reveal that the teachers felt that the educational policies interfered negatively with their work, thus provoking: a weakening of their professional relationships, interaction with their peers and their collaborative work, as well as professional demotivation and disinvestment with a resulting negative impact on the quality of their teaching.
RESUMO: Este artigo insere-se numa investigação levada a cabo em Portugal, cujo objectivo é compreender o impacto de legislação produzida recentemente com o objetivo expresso da melhoria da qualidade do trabalho docente, objetivo que se refl ete nas oportunidades de aprendizagem dos professores e na sua identidade profi ssional. No texto evidenciamos alguns resultados decorrentes da análise de conteúdo efetuada com recurso ao programa NVivo, versão 9.0, à informação recolhida através de narrativas orais e escritas, grupos de discussão e às questões abertas de um questionário aplicado a 396 professores do 1º Ciclo do Ensino Básico (CEB). Os resultados revelam que a qualidade do trabalho docente está comprometida pelo descontentamento profi ssional dos professores. Este descontentamento resulta, em grande medida, da ausência de reconhecimento, nomeadamente pelos superiores hierárquicos, cujos efeitos se refl etem negativamente na identidade vivida pelos professores e na sua prática docente.
