Les recompositions territoriales s'opèrent notamment par une reconstruction lente et/ ou une réorganisation vigoureuse des cadres de l'action publique, des principes de l'action politique et des représentations collectives que l'on se fait du territoire national. Pour se Taire, la figure du projet de territoire s'est progressivement imposée, digne héritière d'une culture du développement local. Parcs naturels régionaux, pays ou agglomérations tentent d'intégrer dorénavant les nouvelles ambitions placées dans un aménagement des territoires qui respecterait la pluralité, c'est-à-dire la diversité et la différence, des territoires, qui favoriserait la mobilisation et la concertation des acteurs locaux, qui soit à la fois ascendant et descendant, capable tout autant d'assurer une programmation efficace de l'action que d'élaborer des stratégies audacieuses de développement.
Territories and projects : Parks and local area development in mountain zones.
The consequences resulting from the current development of « local areas » in mountainous zones, which are covered to a large extent by natural parks, are numerous. In order to justify their existence, these areas, which are very similar with regard to size, local skills, vocations and types of development, are seeking a certain « geographic » relevance, a legitimacy based on a local area project, and an effective means of stimulating development. Their internal organisational structures and the resulting overlaps, superimpositions and interrelationships are analysed through six theoretical territorial configurations and through some of the strategies which can be observed today. Beyond a return to physical determinism (basins/massifs) or direct relationships (good projects/relevant areas), the first conclusions drawn here point to an increase in the territorialisation of politics and greater politization of local districts.
Un diagnostic pour re-connaître et territorialiser ? Contribution à la construction d'un projet de Parc Naturel Régional dans les Baronnies (Drôme, Hautes-Alpes) 1 Le Centre d'Etudes et de Recherches sur les Montagnes Sèches et Méditerranéennes (CERMOSEM-Territoires, UMR PACTE) a fait le choix dans ce contexte, de répondre à cette consultation en impliquant une équipe pluridisciplinaire, majoritairement composée de géographes et des étudiants en formation de l'Institut de Géographie Alpine de Grenoble. 2 Initialement prévue sur une durée de sept mois de septembre 2003 à mars 2004, le travail s'est en réalité déroulé pendant près d'une année entre septembre 2003 et juillet 2004. En Décembre 2004, était organisée sur le territoire des Baronnies, une présentation publique et synthétique des résultats de ce travail.
: Using the example of the Chartreuse regional natural park (French Pre-Alps), the paper examines the development of such parks from the point of view of two territorialisation processes. The first, known as institu- tionalisation, is based on public opinion and is in favour of a collective identification focussing on the special heritage of the area. The second territorialisation process concerns a whole set of groups, the « players and mediators », and in this case is based on new types of collective action. Both processes are mutually nourishing provided that they have a common interest in environmental management. Initially used as justification for creating spatial homogeneity, the environment is gradually becoming a vector of social dynamism which finds its spatial expression in the Park. The fragile nature of such processes must, however, be underlined.
Résumé
La ville se définit comme une somme de lieux et d'espaces. Le lieu serait de l'ordre de l'immuable, de l'être là, repères visuels, lieux commémoratifs, monuments, magasins. L'espace serait façonné par les actions, les mouvements, les visions des habitants ou des passants. Ainsi, les représentations des villes se construisent à travers la mise en mots des lieux et des espaces et les frontières urbaines, délimitation de quartiers notamment, se définissent à travers des territoires sociaux et langagiers. Dans un premier temps, nous confronterons nos approches en sociolinguistique et en géographie en particulier à travers les notions de lieu, espace et territoire. Dans un second temps, nous essaierons de voir comment des inscriptions urbaines multilingues dans des quartiers de Montpellier peuvent faire d'un lieu un espace social en changement et en mouvement et comment se redessinent, à travers des inscriptions, les limites de territoires.
