International audienceVery important initiatives have been taken and policies have been adopted in the European Union to protect areas of great importance for threatened species and habitats. Protected areas differ broadly in terms of category, natural conditions and administrative organisation, from international initiative such as Biosphere Reserves, European ones with Natura 2000 network until the institution of national and regional protected areas. In France, the administrative subdivisions known as “départements” were created with the French Revolution in the end of the 18th century; in 1985 an original and autonomous procedure to establish special protected areas, called “Sensitive Natural Spaces” (SNS) was devolved to them. The scope of this paper is to present an overview of these devolved powers which enable French départements to create protected areas and to levy a departmental tax on sensitive natural spaces (DTSNS). We statistically studied some parameters by multivariate methods in order to explain the choices of this policy by the départements. The huge variations in the way these powers are implemented prove the development of new environmental territories

Cet article s’inscrit dans la problématique des mutations contemporaines des politiques urbaines à travers, notamment, une tendance mondiale à leur conférer un caractère spectaculaire (Bélanger, 2000). Dans ce contexte, L’Odyssée, le plus imposant complexe aquatique-patinoire de France, financé par Chartres Métropole (« l’Agglo »), contribue-t-il efficacement à la construction intercommunale ? Observation directe, enquête archivistique et littérature scientifique charpentent cette recherche en géographie sociale. Outre la démonstration des effets contrastés de L’Odyssée sur la construction intercommunale, nos résultats montrent qu’il synthétise des évolutions plus globales par ses modes de conception, de réalisation et d’exploitation : omniprésence de l’intercommunalité dans le développement territorial, sans mandat démocratique direct ; concurrence interurbaine généralisée et multiscalaire ; accentuation de la marchandisation et de la rétraction de l’espace public urbain ; pilotage autoritaire de grandes opérations d’aménagement par des élites politiques attentives aux intérêts privés, lesquels sapent le maillage territorial d’équipements sportifs et réduisent les bénéfices collectifs au détriment des catégories sociales les moins bien positionnées. Stratégies individuelles et gouvernance conflictuelle liées à ce modèle amoindrissent les effets géographiques de l’intercommunalité et contribuent à l’essor de la figure de l’anti-projet de territoire.This paper examines a global trend of contemporary urban mutation policies which emphasize the construction of large-scale urban spaces (Bélanger, 2000). From this angle, does L’Odyssée – the largest swimming pool and ice rink complex in France, financed by Chartres Métropole (“l’Agglo”) – contribute efficiently to intercommunal solidarity? This social geography research includes direct observation, archive research and review of relevant scientific literature. In addition to demonstrating the contrasting effects of L’Odyssée on intercommunal solidarity, our results show that L’Odyssée synthesizes global developments through its design, realization and exploitation. This is made evident by the omnipresence of intercommunality in territorial development without direct democratic mandate; as well as a widespread and multi-scalar inter-city competition and an accentuation of the commodification and shrinking of urban public space. Additionally, an authoritarian control of urban mega-projects by political elites sensitive to private interests reduces the collective benefits of these urban projects at the expense of vulnerable social groups, less advantageously positioned. Résumé :Cet article aborde les enjeux géographiques qui animent la construction intercommunale. Cette contribution réactualise les travaux de Guy Baudelle (1996) et de Philippe Menerault (1994 en établissant un nouveau panorama de la question intercommunale à travers l'apport des géographes. L'examen des articles s'intéressant à l'intercommunalité dans de nombreuses revues de géographie (1996)(1997)(1998)(1999)(2000)(2001)(2002)(2003)(2004)(2005)(2006)) nous a permis de dresser une synthèse des préoccupations de la discipline sur les dimensions chronologiques, identitaires, organisationnelles et spatiales de la coopération entre communes. Outre l'intérêt de l'approche géographique de ce sujet, cette analyse soulève un paradoxe entre la découpe intercommunale, sorte de surenchère aréolaire, et les pratiques spatiales, de plus en plus complexes et difficiles à appréhender à l'intérieur de limites administratives étanches.Abstract : This paper addresses the geographical stakes which animate cooperation between municipalities. This contribution updates work of Guy Baudelle (1996) and Philippe Menerault (1994) by establishing a new panorama of the intercommunality question through the contribution of geographers. The examination of articles being interested in the intercommunality, published in many reviews of geography, enabled us to draw up a synthesis of the concerns of the discipline on historical, identity, organisational and space dimensions of the cooperation between municipalities. In addition to the geographical interest of this approach, the analysis raises a paradox between spatial cutting and the space practices, increasingly complex and difficult to apprehend inside tight administrative limits.
