Abstract. The goal of the present article is to propose a methodology for substantiating the purposefulness of new service development reasoned by the results of a quantitative analysis of the current situation. The core of determining the purposefulness of new service development is assessing and comparing two trends of service business development: new service implementation and the main alternative of this process -the expansion of the scope of the current services. The paper demonstrates how the authors consolidate, annotate and critique available research on some logical aspects of new service development in order to find more objective quantitative decisions. The study provides the methodology (process model) of determining the purposefulness of new service development. A new attitude is evidenced by discovering quantitative assessment according to different sets of criteria. The paper also improves the comprehension of the complex process of new service implementation -proves the necessity of the first step, i.e. the determination of the purposefulness of a new service, which is often missed by authors. Appropriate solutions, according to the results of the suggested quantitative analysis, would increase the objectivity of assessment and the probability of successful new services. Progress of small and medium business is influenced by many environmental factors and conditions, perceived as entrepreneurship ecosystem. A major element of this ecosystem is public sector, more specifically, the services provided by public sector. In the context of growing environmental demands and expectations in respect of public sector, it becomes necessary to justify the activities of institutions in the light of creating the preconditions for implementing the priorities of country's development. For this purpose, application of the functions review method in public sector has been internationally recognised as appropriate. While public institutions carry out reviews of functions, they face with methodological level problems which aren't still resolved in essence. A major issue is the methodological approach to functions review. A methodological basis of such review provided in special literature is insufficient. Our research allowed to supplement the methodological basis of functions review with well-founded approaches and to systemise methodological provisions for functions review. This article contains both the original recommendations on how to assess factors which determine selection of the methodological approaches for functions review and the regularities of links between such factors and methodological approaches which are recommended in setting an integrated combination of the methodological approaches for particular situation of public institutions.
Santrauka. Verslas iki šiol stokoja metodinės bazės naujų paslaugų technologijos tinkamumui vertinti. Straipsnyje argumentuojamas naujų paslaugų technologijos tinkamumo vertinimo būtinumas, aptariamos vertinimo sąlygos, identifikuojami aktualūs paslaugų verslui 34 vertinimo kriterijai bei pateikiamas vertinimo modelis, grįstas modifikuotu CoPRAS daugiakriteriniu vertinimu. Siekiant sumažinti sąnaudas pasiūlytas vertinimas dviem etapais. Pirmame etape numatytas vertinimas pagal pateiktus septynis esminius kriterijus. Naujų paslaugų technologijos, neatitinkančios nors vieno esminio kriterijaus, traktuojamos kaip netinkamos ir turi būti atmetamos, tokiu būdu sudarant galimybę išvengti neproduktyvių tolesnio vertinimo sąnaudų.Reikšminiai žodžiai: paslaugų verslas, naujos paslaugos, paslaugų technologija, daugiakriterinis vertinimas. Business does not have unanimous methodologies for evaluation of new service technology suitability. There is argued necessity of new service technology suitability evaluation in the article, other conditions are talked over, 34 criteria are identified which are topical for service business, and also model based on modified CoPRAS multicriteria evaluation is proposed. For reducing expenditure the offered evaluation is substantiated by two stages. There is a scheduled evaluation according to 7 essential criteria in the first stage. The technologies of new service, which do not meet at least one essential criterion, are treated like unworkable and have to be rejected. Such mode of evaluation permits to escape non-productive expenditure.

Modelá sudaro ðeði funkciniai komponentai: naujø paslaugø diegimo tikslingumo nustatymas, naujos paslaugos sumanymas, analizë, projektavimas, komercializavimas ir ádiegimo vertinimas. Argumentuota kiekvieno komponento paskirtis ir atskleistas turinys. Siûlomo modelio efektyvumas -tai gebëjimas atitikti iðskirtines paslaugø savybes ir taikymo lankstumas, kuris gali pasireikðti dviem bûdais: galimybe aplenkti tuos naujø paslaugø ádiegimo etapus, kai numatytus darbus atlikti nëra tikslinga, atsiþvelgiant á konkreèià situacijà, pirmiausia á paslaugos pobûdá ir jà diegianèios ámonës specifikà; galimybe vienu metu etapais vykdyti tam tikrus darbus.Pagrindiniai þodþiai: paslaugø verslas, naujas produktas, naujos paslaugos, ádiegimo organizavimas, ádiegimo modelis, modelio komponentai. Abstract. This article reviews alternative approaches to new product development and new service development. The distinctions between products and services were recognized and mentioned in the article. The pattern of new service development must be different from the pattern of new product development because of special features of services. When compared with the field of new product development, research into new services has seen fewer developments and offers less comprehensive insights. Giving very limited research into new services development patterns, this section also reviews the patterns and evidence of new product development in order to draw a richer perspective of the question. IMPROVEMENT OF THE PATTERN OF NEW SERVICES DEVELOPMENTOriginal modification of the pattern of new services development is introduced at the end of the article. The pattern consists of six functional components: the determination of new services expedience, new services design, analysis, planning, commercialization and evaluation of the implemention of new services. The purpose of all components is argued and commented in the purport of the article. The efficiency of the offered pattern is in the adequacy to the exceptional features of services, in its flexibility to use, which can be self-actualized in two ways: possibility to bypass some stages of the new services development, which are not so purposeful to make. Purposefulness depends on concrete situations. The other way is the possibility to make the work in parallel in some stages.
