The reason to explain the cloud computing assimilation, as well as the understanding of the operational performance, still remains unclear. To investigate this issue, this study has examined the assimilation of cloud computing by examining the organization’s implementation of cloud computing and performance in the Malaysian public sector. Grounded by the Diffusion of Innovation Theory (DOI), Technology-Organization-Environment Framework (TOE) and IS Success Model. This study proposes a framework by decomposing Technological characteristic, Organizational characteristics, Environmental characteristics and Human characteristics as factors. A total of 169 agencies from the Malaysian public sector have participated in this study. Data for all the study variables have been collected through self-administered survey questionnaires and analysed using SEM-PLS. The study has shown that the effect of the operational effectiveness of cloud implementation is at a lower level. The study also reveals that factors of relative advantage, compatibility, perceived risks, top management support, and organizational readiness are found to have a significant effect on cloud computing implementation. However, both external support and government regulations are not significant to the cloud computing implementation in the Malaysian public sector. The results indicate that the model provides a good understanding of the factors that influence the implementation of cloud computing as well as operational performance.
Matlamat kajian ini adalah untuk mengkaji hubungan secara langsung antara kecerdasan emosi dengan keterikatan kerja dan hubungan keterikatan kerja dengan komitmen afektif. Di samping itu, kajian ini juga bertujuan untuk mengkaji peranan keterikatan kerja sebagai pengantara terhadap hubungan antara kecerdasan emosi dengan komitmen afektif. Memandangkan masih kurang kajian empirikal dijalankan dalam mengkaji peranan keterikatan kerja sebagai pengantara terutamanya di antara hubungan kecerdasan emosi dengan komitmen afektif, maka kajian ini dilihat dapat menambahkan sumber literatur kepada pengkaji lain. Kajian telah dijalankan ke atas sampel seramai 372 pegawai polis di lima negeri iaitu Kuala Lumpur, Selangor, Johor, Sarawak dan Sabah. Pengujian hipotesis telah dilakukan dengan menggunakan analisis PLS-SEM. Hasil analisis mendapati: (1) empat dimensi kecerdasan emosi iaitu menilai emosi diri (SEA), mengenal emosi orang lain (OEA), menggunakan emosi (UOE) dan mengawal emosi (ROE) mempunyai hubungan secara langsung yang positif dan signifikan dengan keterikatan kerja; (2) keterikatan kerja mempunyai hubungan secara langsung yang positif dan signifikan dengan komitmen afektif; (3) keterikatan kerja mempunyai kesan pengantara terhadap hubungan antara keempat-empat dimensi kecerdasan emosi (SEA, OEA, UOE dan ROE) dengan komitmen afektif. Hasil kajian ini telah membuktikan bahawa keterikatan kerja berperanan sebagai pengantara di antara hubungan kecerdasan emosi dengan komitmen afektif. Penemuan ini juga menandakan bahawa kepentingan elemen kecerdasan emosi dalam mempengaruhi kesetiaan dan komitmen pegawai polis.
Enterprise architecture is very important to the public sector's IT systems that are developed, organized, scaled up, maintained and strategized. Despite an extensive literature, the research of enterprise architecture is still at the early stage in public the sector and the reason to explain the acceptance, as well as the understanding of the implementation level of EA services still remains unclear. Therefore, this study examines the implementation of EA by measuring the Malaysian public sector's influence factors of EA. Grounded by the Human-Organization-Technology (HOT-Fit) Model, this study proposes a conceptual framework by decomposing Human characteristics, Organizational characteristics and Technological characteristics as main categories in assessing the identified factors. A total of 92 respondents in the Malaysian public sector participated in this study. Structural Equation Modelling with Partial Least Square is the main statistical technique used in this study. The study has revealed that human characteristics such as knowledge and innovativeness to EA and technological characteristics such as relative advantage and complexity of EA influence its implementation by the Malaysian public sector. Based on the findings, the theoretical and practical implications of the study as well as limitations and future works are also discussed.
Today, the main issue of concern among military personnel is the quality of their lives, the time with the family and the impact of work on family members (Blue Star Families, 2017). Work-life balance has been increasingly gaining attention since recently due to the increase in issues related to emotional intelligence, depression, anxiety and stress among society. The aim of this study is to discuss empirical evidence based on previous studies on the relationship between emotional intelligence, depression, anxiety and stress to the work-life balance. Individual ability to manage emotional intelligence, depression, anxiety and stress is an important thing to be aware of as it will affect the well-being of their lives. Security and defense career require high resilience as they often face the many risks and challenges that need to be addressed (Baker & Ibrahim, 2014; 2017). Organizations that fail to prioritize work-life balance will be faced with increased disciplinary problems, job dissatisfaction, work commitment and job retention among their workers (McDonald et al., 2005).
This study aimed to determine the effect of emotional intelligence on affective commitment among police officers. There are four dimensions of emotional intelligence to be measured including self-emotional appraisal (SEA), other's emotional appraisal (OEA), use of emotions (UOE) and regulation of emotions (ROE). The study involved a sample of 372 police officers selected in five contingents: Sabah, Sarawak, Johor, Selangor and Kuala Lumpur. The result of the study showed that the SEA, OEA, UOE and ROE increases affective commitment with strong relation.
<p>The green environment through electronic government is seen increasingly more useful in today’s economy and business due to its effectiveness and applicability in various fields. Paperless is the reduction of paper usage practiced by the employees in many workplaces which is an important element in national electronic government today. Despite the rapid acculturation of paperless systems in many organizations, researchers have argued that it is yet to promote and establish a paperless practice that leads to sustainable and reliable approaches especially in the working environment at the National Defense University of Malaysia (NDUM) due to high perceived profitability by the stakeholders. Evidence shows that the traditional use of the paper-based process in daily working practices leads to many weaknesses, risks, and financial burdens. This implies that it will be very important to truly embed behavioral intention (desire towards paperless practice) within a community of NDUM if individual perceptions of the use of information technology (IT) in the e-government service is the motivator factor. The paper aims to propose a study on the relationship of perceived organizational support dimensions (IT, management and peer supports) within the paperless context which is grounded by a famous theory namely Technology Acceptance Model (TAM). A literature study is used as a method to yield related findings. Thus, this paper provides a research model (conceptual) to extend the knowledge of how organizational support influences employees’ behavioral intention in practicing paperless. This study is then constructed into possible research hypotheses for future empirical researches. The model of research will provide a beneficial guideline for strategies determination in promoting e-government services, particularly the paperless based service.</p>
Latihan di tempat kerja merupakan faktor kritikal dalam meningkatkan kekuatan sumber manusia khususnya pembentukan prestasi pekerja. Pengurusan sumber manusia yang optimis akan memastikan latihan tersebut memberi impak yang positif. Namun begitu, kebanyakan latihan yang dilaksanakan di kebanyakan organisasi sektor awam masih di tahap yang memuaskan. Justeru, kajian ini dijalankan bagi mengkaji pengaruh latihan bercirikan modul ketenteraan keatas pembangunan modal insan di Kementerian Pertahanan, Malaysia. Kaedah pengumpulan data daripada borang soal selidik yang diedarkan kepada 92 responden menggunakan formula Taro Yamanae. Prestasi pekerja berasaskan modul ketenteraan dianalisis berdasarkan analisis kebolehpercayaan, ujian kenormalan, analisis deskriptif, analisis kolerasi dan analisis regresi linear menggunakan Statistical Package for Social Sciences. Daripada ujian kenormalan, data Skewness dan Kurtosis bertabur secara normal yang menunjukkan nilai kepencongan berada dalam lingkungan 2.0 titik cut-off. Analisis deskriptif menunjukkan taburan kekerapan tahap prestasi pekerja pada tahap tertinggi bersamaan 90.32 peratus. Melalui analisis kolerasi, penggunaan modul ketenteraan mempunyai kolerasi yang tinggi. Analisis regresi linear turut menunjukkan terdapat hubungan yang signifikan antara modul ketenteraan terhadap prestasi pekerja khususnya dari aspek kerjasama sepasukan. Justeru, latihan berasaskan modul ketenteraan berupaya melatih mental dan fizikal pekerja awam khususnya mengurangkan tekanan bekerja dalam organisasi. Malah, perkembangan kognitif dan psikomotor pekerja amat bersesuaian dengan skop kerja dengan latihan tersebut. Pelaksanaan latihan bercirikan ketenteraan secara holistik telah memberi impak yang positif dalam pencapaian matlamat, misi dan visi organisasi sekali gus mengoptimumkan sumbangan modal insan memacu wawasan negara yang berjaya.
