Resumo A leishmaniose visceral é uma zoonose transmitida por vetor, de importância mundial, que envolve os cães como reservatórios. A "eliminação dos reserva tórios" está prevista expressamente como medida de controle no Manual de Vigilância e Controle da Leishmaniose Visceral elaborado pela Secretaria de Vigilância em Saúde, órgão do Ministério da Saúde. Contudo, a eliminação de cães soropositivos no Brasil, usada para controlar a leishmaniose vis ceral, tem sido pouco efetiva. Este trabalho levanta questionamentos sobre esse instrumento de política nacional de saúde pública com base em evidências científicas atuais e análises do ordenamento jurí dico brasileiro, realizadas a partir do princípio da precaução e do reconhecimento dos animais como seres sencientes. Conclui-se pela imediata suspen são e revisão da prática de extermínio animal em um Estado Constitucional de Direito, e a adoção de métodos preventivos e mais eficazes que garantam a saúde pública sem proporcionar elevados custos emocionais aos proprietários de cães e financeiros aos cofres públicos.
A atividade turística de interação ser humano-boto-da-Amazônia (Inia geoffrensis), baseada na prática do condicionamento por meio da alimentação artificial, vem aumentando quantitativamente nos últimos anos, assim como a literatura que descreve os seus efeitos negativos. O objetivo deste trabalho é avaliar essa atividade à luz da legislação ambiental, tomando como estudo de caso o Parque Nacional de Anavilhanas (PNA), localizado em Novo Airão, Estado do Amazonas, Brasil. A partir de consultas à literatura especializada, da leitura do arcabouço legal e da análise de material empírico, constata-se que i) legalmente, esta prática está em conflito com alguns aspectos da legislação ambiental, conceitos de ecoturismo e funções das Unidades de Conservação, e ii) administrativamente, os órgãos ambientais responsáveis vêm tomando as medidas necessárias para a mitigação dos impactos negativos e conduzindo ações graduais visando adequar as atividades turísticas à legislação ambiental vigente. Conclui-se afirmando que muito ainda deve ser feito para que o modelo de turismo com botos na Amazônia seja desenvolvido de forma sustentável, sugerindo-se que o conjunto de ações heterogêneas propostas seja implementado para este fim.
Não obstante as práticas culturais de matrizes afro-brasileiras gozem de proteção constitucional, o Código Penal Brasileiro mantém a previsão dos crimes de charlatanismo e curandeirismo, resquícios do início do período republicano. O presente artigo objetiva alertar para o anacronismo entre estas posições jurídicas. Metodologicamente, confrontamos analiticamente a Constituição Federal e o Código Penal, enfatizando o lastro histórico da penalização das práticas religiosas e as propostas legislativas que penalizam o sacrifício animal religioso. Concluímos com recomendações para a alteração do Código Penal em vigor, de forma a evitar os efeitos da hipertrofia das leis penais sobre aquelas práticas já socialmente validadas.
The aim of this article is to analyze the dynamics that marked the coexistence between different actors in the environmental conflict caused by the salinization of surface and underground waters during the implantation of the Açu Port, in the municipality of São João da Barra, which is located in the Northern Fluminense region. The work seeks to demonstrate the links between this particular conflict and the profile of the major projects established to expand Brazil’s insertion in the world economy as an exporter of primary and semi-benefited products. From a methodological point of view, the work used a qualitative methodology based on a bibliographic and documentary survey related to the environmental impacts and conflicts caused by the Açu Port. The research results demonstrate the importance of having a transparent, participatory decision-making process guided by the sustainability of state actions in the planning and implementation of Large Investment Projects.
Há quatro décadas a ocupação do espaço urbano periférico no Brasil vem sendo estudada de forma intensa, principalmente nas grandes cidades. Nos espaços ocupados pela população de baixa renda a falta de infraestrutura básica contribui para uma qualidade sanitária precária, refletindo na proliferação daqueles animais indesejáveis que se adaptaram a viver junto ao homem, como o mosquito transmissor da dengue. A cidade do Rio de Janeiro vem tendo ciclos epidêmicos anuais desde 1987, sendo o quinto deles em 2012, com mais de 184 mil casos da doença e 42 óbitos. O objetivo do presente trabalho é discutir as contradições na definição das políticas públicas e seu afastamento da situação sanitária da maior favela da cidade do rio de Janeiro, a rocinha. A partir de pesquisa documental e análise de dados, adotou-se uma abordagem pautada sobre a proposta de construção de uma cidade sustentável, conforme estabelece a Lei 10.257/2001 -o Estatuto da Cidade. Conclui-se afirmando que o risco sanitário e ambiental a que a população permanece exposta deve ser tratado prioritariamente, ensejando esforços de vigilância sanitária, esgotamento e conscientização por se tratar de uma solicitação não apenas de grupos de moradores, mas de um direito, o direito à cidade sustentável, oficial, inclusiva, igualitária e participativa.
