Diversos tipos de actividades ilícitas contribuyen a la generación de renta y movilizan la economía, en la frontera paraguayo-argentina, algunas de las cuales son ejercidas públicamente y toleradas social e institucionalmente, a pesar de estar punidas conforme al derecho penal. Este artículo se focaliza en uno de estos emprendimientos, conocido como ordeñe de combustible, con el objetivo de describir su dinámica, y los mecanismos de interacción entre los combustibleros, las autoridades y la población, a través de técnicas etnográficas, principalmente la observación participante, entrevistas, conversaciones informales, y la identificación y observación de objetos (barcazas, canoas, mangueras, taques, bidones, lugares de alijo, y puestos de venta). La comercialización del combustible sustraído se realiza de manera pública en varios barrios de la ciudad y transportado diaria o semanalmente a otras regiones del país. La represión del fenómeno es excepcional, debido al pago mensual de los empresarios del rubro a algunas autoridades, así como por la justificación de la práctica en el convencimiento de que genera mano de obra, posibilitando el sostenimiento de las familias. Varios de los involucrados en la cadena comercial, aunque reconocen algún grado de ilegalidad de su práctica, no se perciben como delincuentes justificándola en la necesidad de empleo y la inexistencia de fuentes lícitas de trabajo.
La investigación científica cumple un rol estratégico en el desarrollo de un país, en este contexto las universidades son actores preponderantes para la generación de masa crítica y de construcción de una comunidad inmersa en una cultura hacia la investigación, orientada al desarrollo de los pueblos mediante la búsqueda constante de soluciones a sus problemas. Si bien, es cierto que las instituciones de educación superior no son las únicas que realizan investigación, recae en ellas la responsabilidad de formar a los profesionales que investigan. Este estudio describe la percepción y actitudes hacia la investigación científica por parte de estudiantes de grado de siete facultades de la Universidad Nacional de Pilar en el año 2017. Se analiza a partir de tres dimensiones que fueron el contexto institucional, la calidad de la formación y las motivaciones del estudiante.

Eles atuam impunemente nesses territórios por meio da aquisição de mercadorias políticas, da infiltração institucional e de diversos mecanismos de coerção baseados na violência simbólica e brutal, bem como do acionamento de processos sancionadores criminais e disciplinares que geram terror e acumulam medo social. Ethnographic strategies, such as observation, interviews, and informal conversations identified the actors, the goods, and services they exploit, as well as the mechanisms of institutional and social interaction.
