Participatory approaches are an important component of institutional frameworks for the governance of water resources and services. Studies on public participation in water management provide evidence for the outcomes of public participation and insights into the types of methods and the contexts under which participation can be meaningful. However, participatory processes are complex, and there is no single method by which to interpret, approach and implement them. This paper explores elements from the theory and practice of participation, applied to the management of water resources and water and sanitation services. Based on an in-depth literature review, we analyze the forms of participation in water and sanitation, their outcomes, as well as the contextual factors and procedural elements of participatory processes that affect their success. Contextual factors are those that are largely outside of the control of agencies or participants (e.g., demographics, history, and culture) or those that can only be influenced by management and institutional decisions in the mid- and long-term (e.g., the legal and institutional framework); while procedural elements are those over which agencies and participants have considerable control when designing and executing participatory efforts (e.g., representativeness and inclusivity, access to information, and opportunity to influence). We propose a framework that interrelates and integrates both contextual factors and procedural elements of participation. It, includes three additional aspects that are influenced by, and in turn influence, the context and the process: existing capacities for implementation of meaningful participatory processes, the resources that are allocated to them, and attitudes towards participatory processes. The framework helps conceptualize what we call the enabling environment for active, free, and meaningful participation in the delivery of water and sanitation services. By breaking down the complexities of participation, the framework supports practitioners and decision-makers to better design and implement participatory processes in water resources and water and sanitation services.
Water governance has emerged as an important topic in the international arena and is acknowledged to be a crucial factor for adequate and sustained progress towards achieving Sustainable Development Goal (SDG) 6. However, there is not enough clarity about the practical meaning of the term “water governance” and how to work with it. This paper reviews the term’s use, to reveal how the concept is understood, referred to, and implemented in practice by different stakeholders. Based on literature review and consultations with experts, we identify and describe the core components of water governance (functions), describe their potential qualities when performed (attributes), and how they interrelate with the values and aspirations of the different stakeholders to achieve certain outcomes. These different components are described in detail to construct an operational framework to assess and work with water governance, which covers water and sanitation services delivery, water resources management and transboundary waters. This paper’s findings provide practical guidance for decision makers and practitioners on how action-oriented water governance processes can be meaningfully designed, and ultimately, how to strengthen efforts aiming to improve water governance.
Sustainability of rural water supply programs in developing countries
Although sanitation systems are fundamental for human health and sustainable development, limited focus has been placed on their contributions to climate mitigation and adaptation. Climate change threatens existing systems, as well as efforts to increase services for 2.3 billion people who lack even a basic sanitation service. At the same time, the sanitation and wastewater sector directly produces emissions associated with breakdown of organic matter, and treatment processes require large energy inputs. In light of these challenges, we describe gaps in how sanitation is being addressed in mitigation and adaptation, discuss how this results in little inclusion of sanitation in climate policy and financing at the global level, and implications of these gaps for different sanitation systems and geographic regions. Finally, we describe the need for planning frameworks to facilitate integration of climate change into sanitation policy and programming. This will be critical to increasing understanding of sanitation and climate change linkages among stakeholders, and more effectively including sanitation in climate action.
