Las conversaciones digitales públicas ayudan a entender la manera en que el público, los gobiernos y las empresas proveedoras de servicios mencionan y perciben tópicos importantes como la integridad y la transparencia en el sector de agua y saneamiento. Este informe analiza medios sociales digitales disponibles públicamente, incluyendo artículos de noticias, blogs y tweets, para identificar contenido referido a la integridad y transparencia del agua y saneamiento en América Latina y el Caribe entre enero de 2016 y julio de 2020. El siguiente análisis busca descubrir tendencias, móviles y distribución de estas conversaciones. También se analizan las diferencias entre fuentes (por ejemplo: canales digitales de noticias versus redes sociales) y el impacto que tuvo la pandemia de COVID-19 sobre los tópicos y volumen del debate.

The problem of digital identity acquires more relevance every day in the eyes of a society that spends more and more time connected to the Internet. It has evolved throughout its history to reach a decentralized model known as Self-Sovereign Identity (SSI), which finds its natural tools in the blockchain technology and Zero-Knowledge Proofs (ZKPs). ZKPs, in this context, allow users to prove that their credentials are legitimate without revealing more information than is strictly necessary, and constitute one of the most promising areas of applied cryptography. In this work, an application is developed for the study of Zero-Knowledge Proof methods and, specifically, in their application for authentication in public-private key encryption systems. It focuses on the study of three ZKP protocols (Feige-Fiat-Shamir, Guillou-Quisquater, and Schnorr, which rely on the problems of large number factorizations and discrete logarithms for security) in the practical use-case where a prover wants to demonstrate knowledge of a private key for a public key without revealing the key itself. The application allows the user to modify the necessary parameters in each method to achieve a better understanding of their role in their safety and efficiency. Several types of attacks are carried out against the above-mentioned protocols to analyze their degree of security and what recommendations can be made to improve it.

Water integrity refers to the ethical, professional, and transparent use of power and resources to ensure the sustainable and equitable provision of water services. The Integrity Management (IM) Toolbox is a tool that has been adopted to initiate IM reforms within water utilities. This paper reviews the application of the IM Toolbox application in 22 urban utilities across 7 countries from 2013 to 2018, focusing on integrity risks, selected tools, and the success and challenges faced by these utilities. Common integrity risks were identified in Operations and Consumer Relations, and corresponding tools were employed in Human Resources and Consumer Relations. Within 1 year, over two-thirds of the utilities implemented 70% or more of their action plans, indicating positive progress. However, obstacles such as staff rotation and reliance on internal champions provide obstacles to continued implementation. Despite challenges, certain utilities demonstrated notable medium-term improvements. To further advance water integrity, integrating the IM Toolbox with other utility-level efficiency processes is recommended. Additionally, supporting sectoral regulatory measures can contribute to overall integrity enhancement. By effectively addressing integrity risks and adopting comprehensive approaches, water utilities can enhance their ability to provide safe and sustainable water services, while promoting transparency and equity.
