Indonesia telah menerapkan kebijakan desentralisasi,  tidak  saja  yang  berlaku  umum untuk seluruh wilayah  di Indonesia, tapi juga sudah mengadopsi desentralisasi asimetris, utamanya untuk wilayah-wilayah tertentu seperti Aceh, Papua, dan Papua Barat. Kebijakan desentralisasi asimetris ini, melimpahkan kewenangan yang lebih besar untuk fungsi tertentu kepada wilayah terkait, yang juga didukung melalui alokasi dana transfer Otonomi Khusus dari pemerintah pusat. Transfer Dana Otonomi Khusus ini telah berjalan belasan tahun dan akan segera berakhir pada 2022 (untuk Papua dan Papua Barat) dan 2028 (untuk Aceh). Transfer  Dana  Otonomi Khusus diantaranya digunakan untuk membiayai program-program pengentasan kemiskinan dan pendidikan. Kedua hal tersebut merupakan dua indikator penting dalam capaian pembangunan daerah, terutama dikaitkan dengan kondisi capaian pembangunan yang relatif belum baik  apabila dibandingkang  daerah lain di Indonesia. Angka kemiskinan, secara rata-rata  untuk periode 2015-2018, di ketiga daerah  tersebut masih berada di atas rata-rata nasional, termasuk juga untuk partisipasi pendidikan khususnya di Papua dan Papua Barat. Oleh sebab itu, studi ini bertujuan untuk mengetahui besaran pengaruh Dana Otonomi Khusus terhadap angka kemiskinan dan Angka Partisipasi Murni jenjang pendidikan SMP di Aceh, Papua, dan Papua Barat. Menggunakan regresi data panel, studi ini mencakup 23 kabupaten/kota di Aceh dan 11 kabupaten/kota di Papua Barat pada tahun 2013-2018. Sedangkan Papua dilakukan pada 29 kabupaten/kota tahun 2015-2018. Hasil penelitan ini menunjukkan bahwa Dana Otonomi Khusus pada kabupaten/kota di Papua Barat secara signifikan berkorelasi dengan penurunan angka kemiskinan, dan peningkatan angka Partisipasi Murni jenjang SMP, namun studi ini belum menemukan korelasi yang cukup kuat untuk konteks  Dana  Otonomi  Khusus  yang diterima kabupaten/kota di Papua dan Aceh.

The study explore the relationship between road and spending infrastructure with tax capacity in Indonesia. Using stochastic frontier analysis method and tax revenue data of 34 provinces in 2011–2016, this study confirms positive relationship between infrastructure spending and central and local tax capacity, while the availability of road infrastructure has positive significant impact only on local tax capacity. The level of income and education indicates a positive significantly effect both on central and local tax capacity. However, the greater the dominance of the agricultural sector in the economy tends to reduce central tax capacity. Similarly, tax administration factors aect central tax capacity positively. ========================== Penelitian ini berusaha mengeksplorasi hubungan antara infrastruktur jalan dan belanja infrastruktur dengan tax capacity di Indonesia. Dengan menggunakan metode stokastik frontier dan data penerimaan pajak mencakup 34 provinsi pada 2011–2016, hasil penelitian menunjukkan hubungan positif antara belanja infrastruktur dengan tax capacity pajak pusat maupun daerah, sedangkan ketersediaan infrastruktur hanya berpengaruh positif dan signifikan pada tax capacity pajak daerah. Tingkat pendapatan dan pendidikan masyarakat secara signifikan menunjukkan pengaruh positif, baik terhadap tax capacity pajak pusat maupun daerah. Akan tetapi, semakin besar dominasi sektor pertanian dalam perekonomian cenderung mengurangi tax capacity pajak pusat di provinsi tersebut. Demikian halnya faktor administrasi perpajakan berpengaruh positif terhadap tax capacity pajak pusat.

This study aims to explore the impact of Corporate Income Tax Rate (CITR) on Foreign Direct Investment (FDI), specified based on income levels of countries. Using an unbalanced fixed-effect method of 112 countries over the period of 2003–2017, our finding shows that CITR has no significant impact on FDI. Corporate Income Tax (CIT) is levied on all firms, and as CIT is generally more complex than other types of taxes, its influences on FDI are in question. Excluding tax havens from the sample, our findings show that CITR has a weak significance only in the lower-middle-income and low-income countries.

Penelitian ini membahas dampak Intergovernmental Fiscal Transfers (IFT) terhadap konservasi hutan selama periode 2008-2016 di Indonesia. Penelitian ini menggunakan model panel berupa fixed effect dan Spatial Autoregressive (SAR) fixed effect. Hasil penelitian menyimpulkan bahwa adanya pengaruh transfer pemerintah pusat dalam bentuk Dana Perimbangan berupa Dana Alokasi Khusus dan Dana Bagi Hasil positif memengaruhi perluasan area konservasi hutan di Indonesia level kabupaten/kota. Dana koordinasi berupa Dana Tugas Pembantuan positif signifikan memengaruhi pada level kabupaten/kota sedangkan level provinsi menunjukkan positif saja. Selain itu, dampak dari daerah yang berdekatan atau neighbourhood effect secara empiris terbukti memengaruhi perluasan area konservasi hutan di Indonesia. Dampak tersebut terlihat pada koefisien spasial yang positif. Sehingga dapat disimpulkan pada penyediaan barang publik seperti area konservasi hutan peristiwa yang terjadi justru bukan free rider. Barang publik yang memiliki spillover positif akan memunculkan kejadian berupa mimicry, keikutsertaan penyediaan pada daerah yang berdekatan (neighbour).

Rural road infrastructure in Indonesia has increased significantly, especially during the last decade. This study presents an overview of how rural road quality and accessibility affected village economic transformation. It is the first empirical study in Indonesia addressing rural transformation. Village-level microdata, referring to the smallest administrative official, were utilized. Using a Random-Effects Panel Logit model, this study discovered that improving the type of road surface and accessibility for four-wheeled vehicles significantly increased the probability of village economic transformation. Different types of road infrastructure improvement affected the rural economic transformation both within and outside Java-Bali. Paved or concrete roads in Java-Bali had a higher marginal effect than on other islands, thereby increasing the likelihood of rural economic transformation. However, the road accessibility for four-wheeled vehicles in Java-Bali did not significantly affect the probability of rural economic transformation. Nevertheless, for villages on other islands, it did. Furthermore, the transformation significantly influenced other infrastructures, such as electricity coverage, market presence, information and communication technology (ICT), and flatland topography. Moreover, the road access to villages and the availability of water or irrigation significantly affected the probability of surviving in the agricultural sector. Following these findings, policymakers should prioritize villages’ infrastructure by considering different types of infrastructure provision across villages, referring to different infrastructure needs for Java-Bali and other islands.
