INTRODUÇÃOO plano de ocupação da faixa lindeira da rodovia Transamazônica no Pará apresenta semelhanças com o esquema de colonização sistemática e urbanização deliberada do norte do Paraná. Com um intervalo de quase três décadas, a ação governamental no território amazônico e o empreendimento privado do norte paranaense coincidiram na estratégia de planejamento integrado de áreas urbanas e rurais. Nesse sentido, ao analisar mapas, planos, projetos urbanos, esquemas e diagramas, tomando como parâmetros o vínculo cidade-campo, a hierarquia e o tamanho dos assentamentos urbanos, a distância entre eles e o padrão de parcelamento rural, este trabalho trata de comparar e contrastar duas iniciativas de planejamento regional que promoveram a ocupação do interior do Brasil em distintos momentos do desenvolvimento nacional.No período do regime militar, o I Plano Nacional de Desenvolvimento (PND) visava à integração física, econômica e cultural da Amazônia ao resto do país. Palmas is the capital of a new state created in order to foster regional development in central Brazil. This new town was planned from scratch in 1989, during the country’s re-democratization process, between the postmodernist criticism of functionalist planning and rising environmental concerns. However, its layout depicts a mixed relationship with Brasília-style urbanism. Covering a timeframe of thirty years (1989-2019), this paper presents an outline of the history and planning of Palmas, followed by an assessment of its plan and an exploration of its contemporary major urban challenges. It contrasts the planners’ original ideas with the built city, and unveils late modernist features that have been rejected and transformed. Essentially, Palmas is a modernist new capital city planned in postmodernist times.
RESUMO.A morfologia urbana é uma linha interdisciplinar de pesquisa disseminada internacionalmente, ainda que os instrumentos fundamentais de uma análise morfológica pareçam pouco sistematizados e divulgados no âmbito das publicações acadêmicas nacionais. Nesse sentido, este trabalho pretende facilitar o entendimento de certos conceitos morfológicos e disseminar suas possibilidades de aplicação para além da sua origem na geografia e desde o ponto de vista da arquitetura e do urbanismo. Para tanto, serão elencados e explanados alguns dos principais instrumentos do estudo da forma urbana, a saber: os elementos básicos da forma urbana e os conceitos de tecido urbano, urban fringe belts, região morfológica e townscape. Basic topics for urban form studies.Urban morphology is an interdisciplinary research field widely disseminated, even though the fundamental tools of a morphological analysis do not seem to have been properly systematized and spread throughout national academic publishing arena. Thus, this paper aims to facilitate the understanding of certain morphological concepts and their possibilities of application, beyond their original background in Geography, and through the perspective of Architecture and Urbanism. Therefore, some of the main instruments for studying urban forms will be stated, namely the basic elements of the city form and the concepts of building fabric, urban fringe belts, morphological region and townscape. IntroduçãoMorfologia urbana é, obviamente, o estudo da forma das cidades. Mas enquanto há consenso entre os 'morfologistas urbanos' sobre o que eles estudam, há também um debate considerável sobre como as formas urbanas devam ser estudadas. Parece contribuir para esta divergência a diversidade verificada na formação, na origem cultural e na língua materna dos principais pesquisadores desta área. Essa diversidade, ao mesmo tempo em que incrementou o entendimento da complexidade da forma urbana, descortinou formulações teóricas de bases filosóficas e epistemológicas bastante distintas (GAUTHIER; GILLILAND, 2006). By 1950, the northern region of Paraná State was an affluent settlement zone, due to the prosperous coffee-growing industry and a recent systematic colonization scheme, with its deliberate process of urbanization, which had been responsible for a network of planned new towns. The region was economically and culturally tied to the dominant city of São Paulo, and the changing image of its main towns -Londrina and Maringá -was basically the result of the work of prestigious São-Paulo-based architects and town planners that had been hired by the local elite. Notably, modern architecture and urbanism were imported as a means of achieving modernity: a targeted instrument of civilization, even in a colonization zone where material conditions were relatively unfavourable. In fact, the acts of borrowing, rejection, imitation, adaptation, and transformation can be observed in the movement of ideas. Thus, this paper aims to analyse the two-way relationship established between the most influential Brazilian metropolis and the wealthy provincial hinterland longing to mirror modern features. More precisely, it aims to account for foreign influences and local initiatives as global mechanisms responsible not only for the diffusion of modern planning and architectural practices but also for the construction of a pioneering regional identity.
A number of new towns were created in northern Paraná State, Brazil, by the British company Parana Plantations as part of a colonization scheme in the first half of the twentieth century. The urban landscapes created by these towns are distinct from those associated more generally with the colonization of Brazil. However, there has been no extended analysis of their origin, organization, conformation and impact. Drawing on contemporary sources, this task is attempted here. Set within a broader context, a systematic colonization is revealed in relation to its British colonial background. The layouts of the towns founded by Parana Plantations show many features of a British colonial town model. The colonization scheme reflects some of the garden city tenets that were circulating widely in the colonial world.
ResumoEste artigo trata da repercussão da ideia norte-americana de unidade de vizinhança em três projetos de cidades novas no Brasil: Goiânia, a nova capital de Goiás planejada em 1933 e reformulada em 1937; Brasília, cujo plano-piloto foi selecionado em concurso ocorrido em 1957; e Rurópolis, uma das cidades novas planejadas e construídas ao longo da rodovia Transamazônica no começo dos anos 1970. Em contextos diferentes, distintos profissionais brasileiros recorreram à configuração de pequenas comunidades residenciais agrupadas em torno da escola, em meio a extensas áreas livres, apartadas dos automóveis e com vegetação abundante, como forma moderna de constituir células urbanas e estimular o espírito comunitário. Entretanto, ao analisar a conformação da unidade de vizinhança nos três casos estudados e relatar sua construção, ocupação e uso, este artigo aponta transformações na ideia original, resultantes de incompreensão, discordância ou rejeição por parte da população a certo modo de vida preestabelecido, apontando a utopia do urbanismo moderno e o problema das formas urbanas ideais.Palavras-chave: Circulação de ideias.
