A emenda constitucional 19/1998 inseriu expressamente na Constituição Federal, tanto o Princípio da Eficiência, como a Avaliação Periódica de Desempenho, além de estabelecer que a União, os Estados e o Distrito Federal deverão manter escolas de governo para a formação e aperfeiçoamento dos servidores públicos, dentre outras medidas. O objetivo do presente artigo é analisar a Avaliação Periódica de Desempenho do Servidor Público, verificar se ela pode ser considerada uma ferramenta capaz de concretizar o Princípio da Eficiência na Administração Pública ou se pode ser utilizada como um instrumento de controle e dominação do servidor público. A metodologia utilizada será a pesquisa bibliográfica e qualitativa, por meio de um estudo exploratório de revisão da literatura em livros, revistas, legislação, textos científicos, buscando materiais que analisam o tema propondo uma reflexão analítica e crítica. Quanto aos resultados, verificou-se que apesar de a Avaliação Periódica de Desempenho ser criticada por alguns autores, por flexibilizar a estabilidade do servidor público, pode ser considerada uma ferramenta importante para o alcance da Eficiência, desde que seja realizada adequadamente, com critérios objetivos definidos em lei, obedecendo ao Princípio da Legalidade, levando-se em conta a cultura organizacional, com um método capaz de realizá-la, minimizando subjetivismo e tendenciosidades e utilizando-se as escolas de governo para aperfeiçoamento dos servidores. Por outro lado, se eivada de subjetividades, pode servir de instrumento de perseguições, controle e dominação dos servidores públicos por parte de seus superiores hierárquicos.
