RESUMOO objetivo deste trabalho é analisar as principais mudanças estruturais e institucionais no mercado de trabalho brasileiro nas últimas décadas. Destacam-se, pelo lado da oferta de trabalho: o aumento da população economicamente ativa (PEA), o aumento da participação das mulheres no mercado de trabalho, o aumento do nível de escolaridade, o aumento do desemprego para os trabalhadores menos qualificados e o elevado índice de desemprego da população jovem. Pelo lado da demanda, observou-se o aumento da demanda por trabalhadores mais qualificados, a diminuição do emprego na indústria e na agricultura, em detrimento dos setores de serviços e comércio. As mudanças institucionais tiveram implicações, sobretudo, no elevado grau de informalidade observado na década passada, com pequena diminuição na década atual.Palavras chave: Mercado de trabalho, Emprego, Oferta de trabalho, Demanda por trabalho. INTRODUÇÃONas últimas décadas, o mercado de trabalho passou por inúmeras transformações nas últimas décadas, decorrentes, de um lado, das mudanças na economia brasileira, como a abertura econômica, os planos de estabilização, as mudanças no regime cambial e, de outro, pelas mudanças na legislação do trabalho, sobretudo as decorrentes da Constituição de 1988. Como resultado, a taxa de desemprego, um dos principais indicadores do funcionamento do mercado de trabalho, parece sugerir que o impacto das mudanças ocorridas não foi positivo, pois no início da década de 1990, mais especificamente em 1992, estava em 7,2% e, 2005, em 10,2%, conforme Ramos (2007).Nesse contexto, o objetivo deste estudo é analisar as principais mudanças estruturais e institucionais no mercado de trabalho brasileiro nas últimas décadas. Para tanto, são discutidas as principais mudanças ocorridas na oferta e demanda de trabalho e nas instituições do mercado de trabalho. Pelo lado da oferta, enfatizam-se os aspectos demográficos da população, as mudanças na composição das pessoas ocupadas e desocupadas, considerando o gênero, a cor, as regiões, o nível de escolaridade, o perfil etário e o diferencial de rendimentos entre os subgrupos. Pelo lado da demanda, apresentam-se as implicações da crescente demanda por mão-de-obra mais qualificada e as mudanças associadas à redução do emprego nos setores da indústria e da agricultura, em detrimento dos setores de comércio e de serviços. Por fim, são apresentadas as principais mudanças decorrentes da Constituição de 1988, o comportamento do grau de informalidade e os impactos na Previdência Social.O conhecimento das transformações ocorridas no mercado de trabalho torna-se relevante para a elaboração de políticas públicas voltadas para o emprego, para o aumento da renda e para a diminuição das desigualdades sociais. Trata-se de um mercado em que podem ser verificados muitos indicadores de desigualdade e pobreza.
