Investigações sobre a língua de sinais brasileira, organizada pelos dois GTs. Segundo as solicitantes, o objetivo da presença de uma pesquisadora estranha ao campo da sintaxe era o de trazer a diferença do olhar -o da autora deste estudo -conformado pela filosofia da linguagem e apurado pelo que, desse campo, pode fazer derivar para sua área específica de atuação: a Educação. 1 Agradeço ao professor e amigo Dr Leland McCleary pela tradução do abstract.
O presente estudo tem como objetivo problematizar a práxis pedagógica de ensino bilíngüe para surdos com base na concepção bakhtiniana de linguagem. Assumir tal perspectiva é pressupor a construção da subjetividade como resultado de um processo no qual o "outro" possui papel ativo e constitutivo. No processo de construção dialética do objeto lingüístico o sujeito entra no fluxo dinâmico de uma cadeia de enunciados já tecidos histórica e socialmente. Minha contribuição nesta apresentação busca resgatar o papel desse "outro" no processo recíproco de ensino e aprendizagem da criança surda, no contexto de seu trabalho com duas línguas: a de sinais e o português.
O presente trabalho discute a necessária participação educativa do intérprete de língua de sinais em sala de aula. A partir da teoria do Acontecimento Didático sobre o ensino e das idéias de Derrida sobre o ato interpretativo, defende a tese de que tentar estabelecer limites para a atuação do intérprete educacional - na tentativa de fazer com que não se confunda com a figura do/a professor/a em sala de aula - é submeter-se a uma formação discursiva de ensino que o reduz ou ao currículo, ou ao método (técnicas) ou a intervenções que consideram tão somente a “capacidade” cognitiva do sujeito.
O presente trabalho é produto parcial de um conjunto de reflexões realizadas pela autora a partir do texto de regulamentação da Libras. Considerando a responsabilidade de ser revisto o currículo dos cursos de formação de professores a fim de se criar, na escola, um contexto bilíngüe de aprendizagem e ensino, a autora discute a necessidade de se propor um conjunto de princípios éticos para nortear a formulação da política lingüística a ser adotada, por esses mesmos cursos, na elaboração de medidas que atendam aos termos do Decreto N. 5626. Para demonstrar que seu cumprimento só poderá trazer novidades se romperem com as estratégias históricas de assimilação do outro, revisita a história da alfabetização no Brasil aproximando-a da situação dos surdos sinalizadores. A partir de Foucault, Rancière e Derrida finaliza considerando que o Decreto pode abrir rotas que rompam com estratégias fagocitárias se, de um lado, o outro for mirado e respeitado em sua radical diferença conosco, e se, de outro, seja convidado a fazer parte conosco das medidas a serem tomadas para ele.
RESUMO -O presente trabalho discute as leis e decretos editados pelo governo brasileiro e no Estado de São Paulo, nos últimos nove anos, voltados à normatização de políticas linguísticas educacionais para estudantes surdos. Essas leis e decretos foram decorrentes de convenções internacionais promulgadas pela ONU e/ou por recomendações da International Disability Alliance (IDA). Nessa direção, o artigo analisa os movimentos da Federação Nacional de Surdos e da IDA para garantir tanto o cumprimento da Convenção dos Direitos das Pessoas com Deficiência como para defender certa interpretação de seus termos -interpretação que não legitime práticas de assimilação linguística das pessoas surdas. Para discutir a face normalizadora que trazem consigo as leis e decretos, é retomado o conceito de biopoder como postulado por Michel Foucault. Ao longo do artigo, as autoras examinam os efeitos das ambiguidades presentes nessas leis para a formação de professores. Concluem apostando na ideia de que as leis e os decretos, em especial, a Convenção dos Direitos das Pessoas com Deficiência, em seus termos, não são nem avanço nem um retorno ao mesmo. Os discursos direcionados aos direitos humanos se constituem em um campo vivo de lutas entre certa forma de regulamentação de estado pela ação do biopoder e uma ativa movimentação daqueles que querem criar fissuras nessa lógica. Palavras-chave: Convenção dos Direitos das Pessoas com Deficiência, educação de surdos, biopoder, direitos humanos.ABSTRACT -This paper is about the laws and decrees edited by the Brazilian government and in the São Paulo State in the last nine years, focused on the standardization of educational language policies for deaf students. These laws and decrees resulted from international conventions promulgated by the UN and/or from recommendations provided by the International Disability Alliance (IDA). In this direction, the article analyzes the practices of the National Federation of Deaf People and the IDA to ensure both the compliance of the Convention of the Rights of Persons with Disabilities and the interpretation of these terms, which does not legitimize the practices of linguistic assimilation of deaf people. In order to discuss the normalizing character that the laws and decrees bring along, the concept of biopower, as postulated by Michel Foucault, is revisited. In this article, the authors discuss the effects of ambiguities present in these laws for the training of teachers. The authors suggest that these laws and decrees, in particular the Convention of the Right of Persons with Disabilities are, in their terms, neither an advance, nor a return to the same point. The speeches focused on the human rights constitute an active field of struggles between a specific form of state regulation by the action of the biopower and an active practice of those who want to create fissures within this logic.
