This study investigates the impact of fiscal transfer, specifically the Village Fund Transfer, on rural income inequality and rural poverty. Studies on fiscal transfer offers contrasting outcomes, some argues that fiscal transfer suppresses wealth disparity, while others argue that it tends to widen disparity. This study employs descriptive analysis in estimating the elasticity of income inequality and poverty rate before and after the Village Fund Transfer. It develops multiple regressions model on panel datasets of 33 provinces in Indonesia before and after the implementation of Village Fund Transfer. This study suggests that the elasticity of income inequality is higher after the implementation of village fund transfer. Rural poverty tends to decline annually, however, the elasticity changes is lower after the implementation of village fund transfer. Furthermore, this study suggests that village fund transfer is insignificant in coping with the issue of income inequality, while education and the level of labor productivity of agricultural sector appears to be the determinant factor in tackling the issue of income inequality in the rural areas. This study further reveals the significance of village fund transfer in suppressing the rural poverty rate. This study also highlights the significance of human resources quality and agricultural sector in reducing poverty rate in rural areas.
Penelitian ini bertujuan menganalisis valuasi nilai total ekonomi sumber daya hutan dan mineral serta mendeskripsikan tingkat kerusakan lahan yang ada di wilayah Kabupaten Gorontalo. Penelitian ini dapat menjadi dasar dalam pertimbangan pengelolaan potensi dan pengendalian kerusakan. Metode yang digunakan yakni analisis secara deskriptif kuantitatif dan kualitatif menyangkut total economic value. Hasil penelitian menunjukkan bahwa nilai total economic value sebesar 65% per tahun, nilai manfaat tidak langsung sebesar 8% per tahun, nilai manfaat pilihan sebesar 27% per tahun, dan nilai manfaat keberadaan sebesar 0,02% per tahun. Nilai manfaat keberadaan yang diperoleh tersebut, dapat menjadi indikator besarnya tingkat kerusakan hutan yang ada di wilayah Kabupaten Gorontalo. Diperoleh pula nilai persentase kerusakan akibat penggunaan lahan hutan sebesar 56% per tahun. Fakta ini diduga disebabkan oleh aktivitas pengambilan dan pemanenan sumber daya hutan dan mineral secara langsung. Adanya kondisi ini dapat diprediksi akan menyebabkan semakin menurunnhya potensi yang ada di waktu yang akan datang.
<p>Public services provided by the government must be able to keep pace with and in line with the digital technology that is developing today. The development of digital technology today will facilitate all government actions in providing public services in accordance with the authority and duties provided. The development of digital technology today is made by humans is growing, one of which is Society 5.0. The research method used is case studies, with research data collection techniques using literature studies derived from the documents, reports, books, scientific journals relevant to this study. The analysis technique used is a data analysis technique. The results of the study explain This requires increasing the competence of optimal apparatus to boost the credibility of government agencies by improving the quality of public services based on digital technology. The development of apparatus competence is one of which is the ability of digital literacy skills. The concept of digital leadership is used to develop the vision and mission of digital technology-based public services carried out by leaders in the face of uncertain and complex circumstances. The application of digital technology enables the creation of more efficient public services. The use of digital technology supported by reliable infrastructure and human resources is felt to be able to bridge access to public services amid all the drawbacks owned by the region.</p>
The performance of government apparatuses was important in the implementation process of government organization activities and programs. Several aspects such as organizational culture, work motivation, and leadership were influential in the implementation. The objectives of this research were to analyze and to find whether or not female leadership competency, organizational culture and work motivation directly affected the performance of government apparatuses. This wasquantitative research using exploratory survey method. Data were collected using questionnaire and interview. Data were analyzed using PLS (Partial Least Square) approach with an assistance of SmartPLS 3.1 application. The findings showed that female leadership competency, organizational culture and working motivation did not haveany significant direct effect on the performance of government apparatuses. However, female leadership competency gave an indirect significant effect on the performance of government apparatuses, mediated by both working culture and work motivation.
This study aims to determine the implementation of the Regional House of Representatives' supervisory function in the management of the regional budget in Buol Regency. It has been conducted in the Regional House of Representatives of Buol Regency using a qualitative descriptive approach. The data are collected through interviews with several informants, continuous observations, and studied documents related to the implementation of the Regional House of Representatives' supervisory function. The data analysis is carried out through data reduction, presentation, and drawing conclusions. In addition, data validation techniques are carried out through data triangulation, an extension of observations, the addition of references, and focus group discussion. The results showed that seeing from the planning aspect, especially at the stage of drafting the regional budget plan, is not optimal. It is found that the aspirations of the community have not been well captured. From the aspect of implementation, it is considered less than optimal due to the lack of budget and the seriousness of the Regional House of Representatives to carry out supervision of the determined regional budget. Meanwhile, the aspect of supervision of the Regional House of Representatives is still lacking, especially supervision of the performance of government administration in the management of the regional budget in Buol Regency. This study suggests that the supervisory function of the Regional House of Representatives should be optimized, especially in the management of the regional budget in Buol Regency.
<p><em>This research aims to analyze the impact of facilities and service quality on outpatient satisfaction in the Nerve Poly, Cardiac Poly, and Internal Poly of Rumah Sakit Umum Daerah Prof. Dr. H. Aloei Saboe Gorontalo either partially or simultaneously. The research approach is quantitative. The research method is ex post facto. The research design is causality. The data analysis technique used is double regression. The research findings are that: (1) Service quality has a positive and significant impact on outpatient satisfaction in the Nerve Poly, Cardiac Poly, and Internal Poly of Rumah Sakit Umum Daerah (RSUD) Prof. Dr. H. Aloei Saboe Gorontalo (the coefficient of determination is 43.00%); (2) Facilities have a positive and significant impact on outpatient satisfaction in the Nerve Poly, Cardiac Poly, and Internal Poly of Rumah Sakit Umum Daerah (RSUD) Prof. Dr. H. Aloei Saboe Gorontalo (the coefficient of determination is 12.20%); and (3) Facilities and quality service simultaneously have a positive and significant impact on outpatient satisfaction in the Nerve Poly, Cardiac Poly, and Internal Poly of Rumah Sakit Umum Daerah (RSUD) Prof. Dr. H. Aloei Saboe Gorontalo (the coefficient of determination is 55.20%). Meanwhile, the other 44.80% can be explained by other variables; such as patients’ physiological, psychological, and social factors and health workers and hospital administrative staff’s commitments.</em></p>
<p>In this research, we analyzed the influence, either partial or simultaneous, of performance-based budgeting procedures, emotional intelligence, and internal control system on the effectiveness of the supervisory function of legislative members in the DPRD of Gorontalo City. This research used a quantitative approach. The research method was ex post facto. The research design was causality. The data analysis technique used was double regression. Findings indicate that (1) Performance-based budgeting procedures had a significant positive impact on the effectiveness of the supervisory function of legislative members in the Regional People’s Representative Council (DPRD) of Gorontalo City at a coefficient of determination of 44.50%, (2) Emotional intelligence had a significant positive impact on the effectiveness of the supervisory function of legislative members in the Regional People’s Representative Council (DPRD) of Gorontalo City at a coefficient of determination of 21.20%, (3) Internal control system had a significant positive impact on the effectiveness of the supervisory function of legislative members in the Regional People’s Representative Council (DPRD) of Gorontalo City at a coefficient of determination of 25.00%, and (4) Performance-based budgeting procedures, emotional intelligence, and internal control system simultaneously had a significant impact on the effectiveness of the supervisory function of legislative members in the Regional People’s Representative Council (DPRD) of Gorontalo City at a coefficient of determination of 90.70%. The rest, which was 9.30%, was elucidated by other variables unexplained in this research, e.g., bureaucratic structure, cooperative networking, political interest, work competency, and work environment within supervision.</p><p> </p>
