Abstraction: Implementation of the Family Hope Program policy In empowering the poor in Bone Boloango Regency is one way for the government to overcome the complexity of the problem of poverty, by empowering communities to be more independent, both economically, socially, culturally and politically. With comprehensive and holistic handling in an organized manner. The poverty reduction in Bone Bolango District has been carried out through development programs through APBD funds to the poor who are scattered, but have not been able to show maximum results. BPS Bone Bolango District in the last four years the percentage of the total population shows that the poor population has increased, mostly in rural areas, with an average of about 21% per year of the total poor population. This study uses descriptive qualitative research methods. The results of the implementation of family program policy expectations in breaking the poverty chain in 18 sub-districts in Bone bolango District have benefited from the impact of policy implementation in the form of outputs and policy outcomes from aspects of physical infrastructure, economic aspects and social aspects for the government and the poor in Bonebolango district.
This study aims to determine the improvement of the quality of village apparatus in order to strengthen the implementation of development in Ilotidea Village, Tilango District, Gorontalo Regency. The research method used qualitative descriptive method. Data obtained through interviews, observation and documentation. The sample used in this study were 25 respondents from the total population of 50 respondents. The results of the research show several findings are: First, the quality of village apparatus is still not optimal or still very need to be improved. Secondly, the ability, willingness and potential of the village apparatus and the impacts and approaches of governance and the implementation of development have not been maximized because human resources are still limited.
The practice of good village governance has been pioneered and implemented since the outbreak of the reform era, during which the reformation of the government system led to a clean democratic process so that good governance is one of the reform tools that is absolutely necessary in the new government. However, if you look at the development of the implementation of good governance in Indonesia, especially in Ayumolingo Village, which has been running for about 15 years, it has not been fully successful in accordance with the aspirations of reform. This qualitative research by prioritizing primary data and secondary data, focuses on seeing how the application of the principle of transparency in governance towards good village governance in Ayumolingo Village and the factors that influence it? The conclusion is that the implementation of the principles of Good Village Governance in Ayumolingo Village, Gorontalo Regency, resulted in the application of the principle of transparency in Ayumolingo Village being good, but there is still a need for improvement from the aspect of community involvement in monitoring and supervising the governance of Ayumolingo Village. The factors that influence the application of the principle of transparency in the governance of Ayumolingo Village in realizing good village governance are coordination factors, physical factors and power factors.
The problems faced by the Village Government of Panca Karsa I Taluditi District are related to the management of village finances and village assets. Among them, the readiness of the Human Resources (HR) owned by the Panca Karsa I Village Government in managing village finances and assets. This is also due to the unpreparedness of the village officials in line with developments and changes in regulations and also the lack of reliable human resources in their fields. This qualitative descriptive research by prioritizing primary data and secondary data, focuses on seeing how prepared the village government is in managing village finances and assets, in Panca Karsa I Village, Taluditi District and what factors influence it? The conclusion is that the readiness of the village government of Panca Karsa I, Taluditi District, in general, is quite good, where the village government has a fairly good mental and emotional attitude, namely having the ability and great will to manage village finances and assets. The several factors that influence it are: organizational commitment, human resources and information systems.
The performance of government apparatuses was important in the implementation process of government organization activities and programs. Several aspects such as organizational culture, work motivation, and leadership were influential in the implementation. The objectives of this research were to analyze and to find whether or not female leadership competency, organizational culture and work motivation directly affected the performance of government apparatuses. This wasquantitative research using exploratory survey method. Data were collected using questionnaire and interview. Data were analyzed using PLS (Partial Least Square) approach with an assistance of SmartPLS 3.1 application. The findings showed that female leadership competency, organizational culture and working motivation did not haveany significant direct effect on the performance of government apparatuses. However, female leadership competency gave an indirect significant effect on the performance of government apparatuses, mediated by both working culture and work motivation.
