Do people acquire more information when they are encouraged to participate in elections? This paper presents empirical evidence on the effects of compulsory voting laws over the consumption of TV news. In Brazil, the law determines that literate citizens over the age of eighteen are subject to a number of penalties if they don't attend the ballots. This allows us to identify the causal effect of being under a compulsory voting regime on information acquisition. We find that compulsory voting has a significant and substantial positive impact on the probability of an individual to watch Brazil's main TV newscast. Additionally, the effect is stronger for poor voters and for individuals who have neutral evaluations of the incumbent president. Our results are restricted to young voters who just turned eighteen and are robust to different polynomials and bandwidth lengths.
Este trabalho se propõe a entender quão boa foi a focalização do Programa Bolsa Família (PBF) e quão eficaz ele foi no combate à pobreza no Brasil entre 2004 e 2019. Por meio de dados da Pesquisa Nacional por Amostra de Domicílios (PNAD) de 2004 a 2015, da PNAD Contínua a partir de 2012 a 2019 e do Atlas of Social Protection Indicators of Resilience and Equity (Aspire), calculamos diferentes indicadores para medidas de focalização e pobreza para obter um panorama de como o programa funcionou ao longo do período analisado. Além disso, comparamos a focalização com a de programas semelhantes de outros países para apresentar o PBF em perspectiva internacional. Nossos resultados indicam que o PBF obteve boa focalização, com níveis baixos de erros de inclusão (isto é, pessoas que não deveriam receber o benefício, porém o recebem) e níveis moderados para os erros de exclusão (ou seja, pessoas que deveriam receber o benefício, porém não o recebem). Em perspectiva internacional, o PBF é bem focalizado, ficando entre os melhores programas de nossa amostra, independentemente da linha de pobreza ou métrica de focalização utilizada. No que diz respeito ao efeito sobre a redução de pobreza, os resultados sugerem um papel importante do PBF, especialmente quando são utilizadas linhas de pobreza mais baixas. No entanto, para essas linhas, o efeito do PBF sobre a pobreza diminuiu ao longo do tempo. Em especial, não houve um aumento do papel do PBF sobre a redução de pobreza entre 2012 e 2019. Concluímos então que a prioridade para os próximos anos é reduzir os erros de exclusão e manter ou elevar o valor real dos benefícios.
